Planning Services Manager Laura Carstens recommends City Council approval to
transmit the Certified Local Government grant application for scholarships to enable at
least two Historic Preservation Commission members to attend the 2018 National
Alliance of Preservation Commissions Forum to be held in Des Moines Iowa, on
July 18-22, 2018.
The Certified Local Government grant application is for $3,000. A match of $3,000 is
available in the Planning Services Department's operating budget for travel and
conferences.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum transmits the Certified Local Government (CLG) grant application for
scholarships to enable at least two Historic Preservation Commission (HPC) members to attend
the 2018 National Alliance of Preservation Commissions (NAPC) Forum to be held in Des
Moines, Iowa on July 18- 22, 2018. A resolution in support also is attached.
BACKGROUND
The State Historic Preservation Office has allocated CLG grant funds for projects that help
identify and evaluate historic structures, create historic preservation plans, educate the
public, and provide scholarships for commissioners to attend national preservation
conferences. As a CLG in good standing, the City of Dubuque is eligible to apply for this grant.
DISCUSSION
The City of Dubuque has an active Historic Preservation Commission and an extensive historic
preservation program, but a limited conference and training budget for Commissioners. The City
is a NAPC member. The estimated cost is $1,500 per Commissioner to attend the full four-day
NAPC conference. Attendance by two Commissioners at this cost is twice the Planning Services
Department's FY18 travel budget of $3,000 for attending a national preservation conference.
Attendance at the NAPC Forum will enable Commissioners to receive valuable training and
education as well as network with fellow commissioners and preservation professionals from
around the country. This national conference is a tremendous opportunity for Commissioners to
learn about preservation trends and best practices in other cities, then to bring that knowledge
back to Dubuque to enhance, strengthen and promote our local historic preservation program.
BUDGETIMPACT
The CLG grant application is for$3,000. A match of$3,000 is available in the Planning Services
Department's FY18 operating budget in the City Planning/Historic Preservation Activity for
10062700 62310 Travel-Conferences, which has a current balance of$4,850.00.
RECOMMENDATION
I recommend that the City Council approve submission of this CLG grant application.

CLG Project Information and Scope of Work
1. Title of Project: HPC Scholarships for 2018 NAPC Forum in Des Moines
2.Brief description of project: This project provides scholarships for City of Dubuque Historic
Preservation Commissioners to attend the 2018 NAPC FORUM in Des Moines.
3. Type of Project: Public Education
4. Project Goal:
This project seeks Certified Local Government (CLG) funds for scholarships to enable two or
more of the City of Dubuque's Historic Preservation Commissioners to attend the 2018
National Alliance of Preservation Commissions (NAPC) biennial FORUM to be held in Des
Moines, IA on July 18 - 22, 2018.
The City of Dubuque has an active Historic Preservation Commission and an extensive
historic preservation program, but a limited training / education budget for Commissioners.
The estimated cost is $1,500 per Commissioner to attend the full four-day conference.
Attendance by two Commissioners at this cost is twice the City's annual budget for attending
a national preservation conference.
CLG scholarship funds will pay dividends for the dedicated volunteers on the Historic
Preservation Commission and for the Dubuque community's historic preservation program.
Attendance at the NAPC FORUM will enable two or more Commission members to receive
valuable training and education as well as network with fellow commissioners and
preservation professionals from around the country. This conference is a tremendous
opportunity for Commission members to learn about trends and best practices in
preservation in other communities, and then to bring that knowledge back to Dubuque to
enhance, strengthen and promote our local historic preservation program.
While this project is for two full scholarships to attend the full four-day 2018 NAPC FORUM,
the City acknowledges that Historic Preservation Commission members may not be able to
attend the entire conference; i.e., several Commissioners may attend for one, two or three of
the 2018 NAPC FORUM with collective attendance equating to two four-day registrations.
5. Coordination:
Laura Carstens, Planning Services Manager for the City of Dubuque, coordinates staff
support, education and training for the Historic Preservation Commission, as well as other
activities of the City's historic preservation program. She will coordinate and oversee support
by Planning Services staff for the registration and use of CLG scholarship funds for two or
more Commissioners to attend the 2018 NAPC FORUM, and for the completion of all
required CLG reports.
6.Work Products:
Registration and payment thereof for two or more Commissioners to attend the 2018
NAPC FORUM.

• Schedule below is estimate; until actual 2018 NAPC Forum time frames are available.
• Late Winter/Early Spring 2018: Registration and hotel accommodations will be secured
based on the actual 2018 NAPC Forum time frames for these items.
• Late Spring/Early Summer 2018: Advances of funds for per diem, parking and mileage
for registered Commissioners.
• Late Summer/Early Fall 2018: Reimbursement request and CLG reports filed.
8.Meeting Goals and Objectives of Local Preservation Plan:
This project supports the 2012 Dubuque Comprehensive Plan's Cultural Arts Goal 6) To
safeguard the cultural and historic resources of the community as critical to the quality of
life and the attractiveness of Dubuque, as well as Objective 6.2) Encourage educating
the community about the benefits of historic preservation to the community's quality of
life, economic development efforts, tourism, and tax base enhancement.
CLG scholarships to attend the 2018 NAPC FORUM will enable two or more Historic
Preservation Commission members to learn about trends and best practices in
preservation and receive valuable training and education from preservation
professionals. Commissioners will then share that knowledge with fellow Commission
members and other community stakeholders in Dubuque. This shared knowledge will
enhance, strengthen and promote the economic, environmental, and social benefits of
Dubuque's historic preservation program.

CLG Past Grant Contract Performance
1. Specifically address the success or challenges faced in carrying out the requirements of past
Certified Local Government grant projects.
All previous Certified Local Government grants awarded to the City of Dubuque have
been successfully completed, due to:
1) the professional skills of the consultants retained for CLG-funded projects;
2) the professional skills of the Planning Services staff charged with managing the
grants;
3) timely completion of projects through coordination of consultants and Planning
Services staff as well as support from the Historic Preservation Commission and
City Council;
4) timely completion of monthly reports through coordination of consultants and
Planning Services staff, and
5) communication with the state project manager.
Minority Impact Statement
Pursuant to 2008 Iowa Acts, HF 2393, Iowa Code Section 8.11, grant applications
submitted to the State of Iowa shall include a Minority Impact Statement. This is the state's
mechanism to require grant applicants to consider the potential impact of the grant project's

COMMISSIONERS TO ATTEND NATIONAL PRESERVATION CONFERENCE
Whereas, the State Historic Preservation Office has allocated Certified Local
Government (CLG) grant funds for projects that help identify and evaluate historic
structures, create historic preservation plans, educate the public, and provide scholarships
for commissioners to attend national preservation conferences; and
Whereas, the City of Dubuque has adopted the 2012 Comprehensive Plan that
includes goals for educating the community about the benefits of historic preservation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to submit the FY 2018 CLG Grant
application to the State Historic Preservation Office for scholarships for Historic
Preservation Commissioners to attend the 2018 National Alliance of Preservation
Commissions (NAPC) biennial FORUM in the amount of S3,000.
Section 2. The Planning Services Manager hereby authorized to serve as project
manager in accordance with state requirements.
