Van Milligen FROM: Alvin Nash, Housing & Community Development Director DATE: August 16, 2017 RE: Request for Certification of Consistency with FY 2016-2020 Consolidated Plan Introduction Hawkeye Area Community Action Program (HACAP) respectfully requests the City of Dubuque provide Certification of Consistency with the Consolidated Plan for their Continuum of Care application to provide Rapid Rehousing Services in the City of Dubuque. Background All organizations and programs seeking funding through the Continuum of Care Grant are covered by a local jurisdiction's Consolidated Plan. The Consolidated Plan is a three or five year plan for the use of entitlement grants in a jurisdiction. Applicants for Continuum of Care Grant funds must submit Certification of Consistency with the Consolidated Plan for the jurisdiction in which their services are provided. The City of Dubuque Fiscal Year 2016-2020 Consolidated Plan identifies the housing, economic and community development needs for the community. The plan is assessed and updated at least annually. The Certifying official for the City of Dubuque is the mayor. Discussion HACAP's rapid rehousing program serves 11 counties, including Dubuque County and the City of Dubuque. The program plans to provide rapid rehousing services for 27 households, with a priority for veterans. The City of Dubuque FY 2016-2020 Consolidated Plan identifies a lack of quality, affordable, and accessible housing for low and moderate income residents. Affordable housing is particularly scarce for those below 50% Area Median Income living in rental housing. The rental assistance this program provides is consistent with the goal to provide additional affordable rental housing opportunities in Dubuque. Recommendation I recommend the City of Dubuque provide Certification of Consistency with the FY 2016-2020 Consolidated Plan for Hawkeye Area Community Action Program so they may submit application for Continuum of Care funds.
