MINUTES OF CABLE TV COMMISSION MEETING
August 2, 2017
CITY HALL ANNEX — 1 st FLOOR CONFERENCE ROOM #1
MEMBERS PRESENT: Sr. Carol Hoverman (Chair), Jennifer Tigges, Pauline Maloney, Ron
Tigges, Alan Vincent, Kathy McMullen.
MEMBERS ABSENT: One seat is vacant.
OTHERS PRESENT: Craig Nowack, City of Dubuque
Hoverman called the meeting to order at 4:01 p.m.
Acceptance of the Agenda
Upon a motion by Maloney, seconded by Vincent, the agenda was approved 6 - 0.
Approval of the Minutes of June 7, 2017
Upon a motion by JTigges, seconded by McMullen, minutes of the June 7, 2017, meeting were
approved 6— 0.
Oaths of Office
JTigges administered the oath of office to Hoverman. Hoverman then administered oaths to Malone
and RTigges.
Public Input
There was no public input. The Commission noted the improving health of Jim Barefoot
Request for Funding
Nowack presented a request for funding for$10,250 to purchase three new cameras along with
batteries, protective filters, and SD media cards. He said the City's current cameras have been used
extensively in the past five years for program production and are being to show their age. Maloney
moved to approve the request. The motion was seconded by RTigges and approved 6— 0.
PEG Grant Programming Obligations
The Commission had a lengthy discussion on various aspects of this topic and requested that it stay
on the agenda until a formal policy can be drafted. Aspects discussed included types of funding
requests that require programming obligations, the possibility of not having an appropriate access
channel on which to air programming, and tailoring programming obligations to each funding request.
Mediacom Cable Report
No one from Mediacom was present to report.
Cable TV Report
Nowack reported that Vice-Chair Dolson recently resigned from the Commission because he is
relocating to another city. Election of a new vice-chair will be on the next agenda. Nowack also
discussed recently completed programs and updated the Commission on future productions.

Upon a motion by JTigges, seconded by Vincent, the meeting was adjourned at 4:53 p.m.
