CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m. on August 14, 2017 in
the Jule Transit Operations and Training Center, 925 Kerper Boulevard.
Present: Mayor Buol; Council Members Connors, Del Toro, Jones, Lynch, Resnick,
Rios; City Manager Van Milligen.
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of approving a special-event liquor license and conducting a work session
tour of the Jule Transit Operations and Training Center.
CONSENT ITEM
1 . Alcohol License Application: City Manager recommending approval of a request by
Ryan Voss for an outdoor-service, special-event, alcohol license for a wedding being held
on the City-owned Alliant Amphitheater, August 19, 2017. Motion by Lynch to receive and
file the documents and adopt Resolution No. 287-17 Approving applications for beer,
liquor, and/or wine permits, as required by City of Dubuque Code of Ordinances Title 4
Business and License Regulations, Chapter 2 Liquor Control, Article B Liquor, Beer and
Wine Licenses and Permits. Seconded by Jones. Motion carried 7-0.
WORK SESSION
Walking Tour of the Jule Transit Operations and Training Center
Project Manager Steve Brown, Transit Division Manager Candace Eudaley-Loebach,
and Economic Development Director Maurice Jones conducted a walking tour of the Jule
Transit Operations and Training Center currently under construction at 925 Kerper
Boulevard. A description of the exterior areas included: security elements, driver training
areas, planned sidewalk connections to hike/bike trails, bio infiltration and pervious
surfaces areas, EPA site clean-up and monitoring requirements, and solar/alternative
energy components. Interior areas included a description of classroom space and training
areas; office, dispatch and staff areas; ADA accessibility elements; and the bus bay layout
functionality and environmental features.
There being no further business, upon motion the City Council adjourned at 6:40 p.m.
