Commissioners Excused: Commissioner Alan Vincent. Commissioners Unexcused: None. Staff Members Present: Laura Carstens and Jill Connors. CALL TO ORDER: The meeting was called to order by Chairperson Dolson at 5:30 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavitof Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES. Motion by Wright, seconded by Darter, to approve the minutes of the June 20, 2017 Long Range Planning Advisory Commission as submitted. Motion carried by the following vote: Aye —Collins, Darter, Dolson, Pregler, Winterwood, and Wright, Nay — None. ACTION ITEM Derby Grange Road Housing Urban Renewal Area Plan — Amendment: Jill Connors, Economic Development Coordinator, reviewed the amendment is to add sanitary sewer line in addition to the water main. She explained the sewer crosses property within the County to again reach the city limits. Commissioners discussed the request, and felt it was appropriate. Motion by Pregler, seconded by Darter, to approve the amendment to the Derby Grange Road Housing Urban Renewal Area Plan as it is in compliance with the Comprehensive Plan. Motion carried by the following vote: Aye —Collins, Darter, Dolson, Pregler, Winterwood, and Wright, Nay— None. ITEMS FROM PUBLIC: None. Minutes — Long Range Planning Advisory Commission Page 2 July 19, 2017 ITEMS FROM COMMISSION: Commissioners discussed holding an additional Commission meeting on August 22 or 23 for a public hearing on the Comprehensive Plan. Commissioners agreed a separate meeting in the City Council Chambers for the public hearing was appropriate, since it would be difficult to hold the public hearing in Washington Park after the Treat and Green Open House scheduled for August 16tH ITEMS FROM STAFF Staff Member Carstens explained the staff report was in three parts: an Imagine Dubuque update, a revised Comprehensive Plan outline, and a draft Future Land Use Map. Imagine Dubuque Update — Teska & Associates: Mike Hoffman, Teska and Associates, project manager, presented an update on the Imagine Dubuque community engagement process and infographics that will be included in the Comprehensive Plan document. He reviewed the schedule, the project participation figures, and sources of ideas from various engagement tools. Mr. Hoffman reviewed the Equity Community Workshop in partnerships with Circles Initiative and Inclusive Dubuque, and Leisure Services activities for kids. He noted consistency of ideas with prior outreach. He summarized the equity quick poll's top factors and statistics, top priorities in each equity element, policy link with goals, and advances. Mr. Hoffman reviewed the Comprehensive Plan goals relative to 2031 City Vision Statement, and prior and current planning efforts. He reviewed how Teska is sorting through 12,500 ideas, looking for those that repeatedly came up. He noted themes remain unchanged. Mr. Hoffman then reviewed the plan outline: executive summary, introduction, community engagement, and then key chapters. He reviewed the proposed content outline and top ideas for each of the key chapters of economic prosperity, environmental integrity, social/cultural vibrancy, as well as core chapters on housing, community infrastructure, transportation and mobility, land use, implementation, plus an appendix. He explained the August 16th Open House will be a Treat and Greet for the new draft plan. Commissioners discussed examples of potential action items, potential liability of ride share services, and consistency of prior/current plans with the Imagine Dubuque Comprehensive Plan. Commissioners discussed consistency with GDDC's new goals and five-year metrics (successfully met in past). Commissioners discussed the need for population growth relative to economic development. Commissioners discussed population trends have an impact on whether Dubuque is selected for growth of certain businesses and industries, such as retail. Minutes — Long Range Planning Advisory Commission Page 3 July 19, 2017 Commissioners discussed the Comprehensive Plan's implementation chapter — have discussion on how City staff use the goals, themes, action ideas on the front end, such as a Comprehensive Plan impact statement. Commissioners discussed moving history and community engagement information to the appendix. Commissioners discussed fiscal responsibility as well as social responsibility on equity, geared toward the City budget and limited resources. Commissioners discussed the public outreach suggested more financial literacy. Commissioners were complimentary of the planning process. Revised Comprehensive Plan Outline: Staff Member Carstens reviewed the revised Comprehensive Plan outline, noting the addition of the City Council's "Dubuque" goals. Discussion followed among staff, Commissioners and Mr. Hoffman about Dubuque goals and performance metrics being developed as an open data portal by a staff technical team. Commissioners discussed the need for an additional Dubuque goal for fiscal responsibility. Staff agreed to check with the Technical Team working on the Dubuque goals. Draft Future Land Use Map: Commissioners, staff and Mr. Hoffman discussed the draft Future Land Use map. Commissioners discussed the distinctions between zoning versus land use, especially for mixed use; if there is enough mixed use shown along the Southwest Arterial; and is there enough multi-family shown, given the shortage of affordable rental housing. The Commission discussed the Source of Income Committee Report, noting the concentration of poverty coincides with concentration of Housing Choice Vouchers; the need to disperse affordable housing throughout the community; and the possible addition of inclusionary zoning. Motion by Pregler, seconded by Collins, to receive and file the Imagine Dubuque presentation and authorize use of the revised outline and draft map. Motion carried by the following vote: Aye —Collins, Darter, Dolson, Pregler, Winterwood, and Wright; Nay — None. Oaths of Office: Staff Member Carstens distributed the Oaths of Office to Chairperson Dolson and Commissioner Collins. The Oaths of Office were completed. ADJOURNMENT: Motion by Darter, seconded by Pregler, to adjourn the July 19, 2017 Long Range Planning Advisory Commission meeting.
