6 12 17 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:00 p.m. on June 12, 2017 in the Historic Federal Building, 350 W. 6th Street. Present: Mayor Buol; Council Members Connors, Del Toro, Jones, Lynch, Rios; City Manager Van Milligen, Assistant City Attorney Maureen Quann. Absent: Council Member Resnick Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting work sessions on Community Health Needs Assessment and Health Improvement Plan and the Environmental Protection Agency (EPA) Brownfields Assessment Grant. WORK SESSIONS 1 . Community Health Needs Assessment and Health Improvement Plan (CHNA-HIP): Public Health Specialist and Health Services Manager Mary Rose Corrigan introduced the work session agenda and steering committee/team members: Angela Petsche, Crescent Community Health Center; Stacey Killian, Dubuque Visiting Nurses Association; Julie Woodyard, Crescent Community Health Center; Michelle Malone, Finley/Unity Point Hospital; Kathy Tieskoetter, Dubuque Visiting Nurses Association; and Jodie McDermott, Mercy Medical Center. Topics included: • CHNA-HIP requirements • history • current CHNA-HIP 2015 • champions/partners • engagement and outreach • collaboration, partnerships, funding • utilizing the plans • health priorities and healthy behaviors • healthography; social/spatial determinants of health • data collection; indicators measured • health equity • elevated lead levels • transitions of care • preventing the spread of disease • environmental health • community design to affecting public health • connection to the comprehensive plan update • future/next round 2018. 1 City Council held a question/answer period with the presenters. 2. Environmental Protection Agency (EPA) Brownfields Assessment Grant: Economic Development Director Maurice Jones introduced staff from HR Green: James Halverson, Scott Mattes, and Emily Smart who conducted a work session regarding their work administering the 2013 EPA Brownfields Assessment Grant. Topic included: • Introductions • Overview of Brownfields and EPA Brownfields Program: What are Brownfields, benefits to redevelopment Brownfields • Environmental Site Assessments • Project overview: EPA Work Plan Requirements, community involvement, environmental investigations, cleanup and reuse planning • Project collaboration • Case study: Accomplishments at the Blum site • What's next • Potential future funding sources • Land banking concept The City Council held a question/answer period with the presenters.
