PROCLAMATION
WHEREAS, the issue of peace embraces the deepest hopes of all peoples, and remains humanity's
guiding inspiration; In 1981, the United Nations proclaimed the International Day of
Peace be "devoted to commemorating and strengthening the ideals of peace both within
and among all nations and peoples," and
WHEREAS, the United Nations expanded the observance of the International Day of Peace in 2001
to include the call for a day of global ceasefire and non-violence, and invited all nations
and people to honor a cessation of hostilities for the duration of the Day of Peace, and
WHEREAS, there is growing support within our nation for the observance of the International Day of
Peace, including a group of Dubuque-area residents inviting all to create a culture of
peace by participating in a city-wide celebration from Sunday, September 10, to
Sunday, October 1, 2017 focusing on non-violent conflict resolution, and
WHEREAS, local and global violence impels all citizens to work toward converting humanity's
noblest aspirations for world peace into a practical reality. It is possible to see our
community and world turn from violent to nonviolent solutions within our lifetimes, and
WHEREAS, the Dubuque Day of Peace organizing committee's 2017 focus will explore current and
historical views of what it is to be an American, an immigrant or refugee, the ways that
race enters into the discussion, and the need to take into account indigenous
perspectives on these issues with a talk by Jim Bear Jacobs on Thursday, September
21, at 7 p.m. in the Alumni Campus Center at Loras College.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF
OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE DO HEREBY RECOGNIZE THE
INTERNATIONAL DAY OF PEACE AND PROCLAIM SEPTEMBER 10 THROUGH 30, 2017 AS
DAYS OF PEACE AND CEASEFIRE
IN DUBUQUE, IOWA AND CALL UPON THE CITIZENS OF DUBUQUE TO FURTHER AFFIRM A
VISION OF OUR WORLD AT PEACE BY FOSTERING COOPERATION BETWEEN INDIVIDUALS,
ORGANIZATIONS, AND NATIONS.

In our eighth year, Dubuque's Festival Celebrating
the UN International Day of Peace will explore
current and historical views of what it is to be
an American, an immigrant or a refugee, and
indigenous perspectives on these issues.

"Who is an
American?"
Thursday, September 21,
7:00 - 8:30 p.m., Alumni Campus Center,
Loras College, Loras Boulevard
Jim Bear Jacobs was born in 1977 in St.
Paul. He is a member of the Stockbridge-Munsee
Mohican Nation, an Native American tribe
located in central Wisconsin. He has degrees
in Pastoral Studies and Christian Theology and
has served various churches as youth minister,
adult Christian educator, and director of Men's
Ministries. He currently serves as an associate
pastor of Church Of All Nations. He is a cultural
facilitator in the Twin Cities and works to raise the
public's awareness of Native American causes and
injustices. He is a convener of"Healing Minnesota
Stories,"a committee dedicated to creating events
of dialogue and education particularly within faith
communities. He presently lives in Mounds View,
Minnesota, with his wife and four young children.

Saturday, Sept. 30, 12-2pm,
Start at Loras College (outside Christ the King
Chapel), touch base at University of Dubuque
(outside Blades Chapel) and end at Clarke
University (outside Atrium). Cosponsored
with Iowa United Nations Association (IUNA).
All proceeds raised gn to the U. N. High
Commissioner for Refugees (UNHCR), which
helps provide refugees with life sustaining tools.
Suggested Donation: $20 adults; $10 students.

an event where residents can bond and engage
engage with people of different cultures over food.
A live DJ will play family -friendly music. Activities

ring toss, football tire toss, small putting green,
half court shot, and bean bags. The Jule will be
