INTRODUCTION
This memorandum transmits a resolution for the City Council to set a public hearing for
the 2017 Imagine Dubuque Comprehensive Plan on September 18th at 6:00 P.M. The
resolution and public hearing notice are enclosed for consideration.
This action would be taken on September 6th after the City Council work session on the
2017 Imagine Dubuque Comprehensive Plan.
BACKGROUND
Section 15-1-1 of the Dubuque City Code defines the Comprehensive Plan as follows:
The "comprehensive plan" is the community's principal tool to guide its future
development, public policies and decision making. The comprehensive plan is only
intended as a guide and shall not be interpreted or construed to give rise to any
enforceable rights or remedies. Such community plan must:
A. Be value driven;
B. Be the product of and periodically tested and updated by a community planning
process;
C. Involve all aspects of the community (physical, environmental, social, cultural,
economic, emotional and spiritual);
D. Be long range in focus, covering a period of from ten (10) to fifteen (15) years;
E. Include the entire community geographically, not just one or more sections;
F. Be action oriented;
G. Be approved by city council resolution.

DISCUSSION
Powers, duties, and responsibilities of the Long Range Planning Advisory Commission
set forth in Section 15-2-13 of the Dubuque City Code include the following:
• To provide a leadership role in the planning, coordinating, and sponsoring of a
periodic community planning process.
• To coordinate and supervise the preparation and maintenance of the
comprehensive plan.
• To recommend amendments to all or parts of the comprehensive plan in
response to the community planning process, upon its own initiative or upon
recommendation presented by the zoning advisory commission, but only after a
public hearing.
The Long Range Planning Advisory Commission has overseen an extensive, inclusive
community planning process to create the 2017 Imagine Dubuque Comprehensive Plan
as directed by the City Council in accordance with Section 15-1-3 of the City Code:
"Community planning" is the process by which the community decides what kind of
future it wants by establishing a shared vision of the future and then establishes the
policies, goals and management tools (i.e., specific plans, assignments and regulations)
to help reach that desired future. The emphasis is on a process and direction more than
on a plan or document. The community planning process is comprehensive in scope,
future oriented, highly participatory and emphasizes consensus decision making.
The Long Range Planning Advisory Commission has reviewed and discussed the final
draft of the 2017 Imagine Dubuque Comprehensive Plan provided to the City Council for
consideration at the September 6th
Any revisions requested by the City Council at the September 6th work session will be
incorporated into the 2017 Imagine Dubuque Comprehensive Plan. This revised plan
will be considered by the Long Range Planning Advisory Commission at a separate
public hearing on September 12, 2017.
The Commission's recommendations will be provided to the City Council for their public
hearing on September 18th for the 2017 Imagine Dubuque Comprehensive Plan.
RECOMMENDATION
I recommend that the City Council adopt the resolution to set a public hearing for the
2017 Imagine Dubuque Comprehensive Plan on September 18th at 6:00 P.M. after the
City Council work session on the 2017 Imagine Dubuque Comprehensive Plan.

RESOLUTION SETTING A PUBLIC HEARING ON 2017 IMAGINE DUBUQUE
COMPREHENSIVE PLAN
Whereas, the Long Range Planning Advisory Commission has overseen an extensive,
inclusive community planning process to create the 2017 Imagine Dubuque
Comprehensive Plan in accordance with Title 15 of the Dubuque City Code as directed by
the City Council; and
Whereas, the Long Range Planning Advisory Commission has provided a final draft of
the 2017 Imagine Dubuque Comprehensive Plan for consideration by the Dubuque City
Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
A public hearing will be held on the 18th day of September, 2017, at 6:00 p.m. in the
Historic Federal Building Council Chambers (second floor), 350 West 6th Street, Dubuque,
Iowa, at which time interested persons may appear and be heard for or against the
proposed Imagine Dubuque Comprehensive Plan, and the City Clerk be and is hereby
directed to cause the attached notice of the time and place of such hearing to be published
in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall
be published not Tess than seven days prior to the date of such hearing.

NOTICE is hereby given that the Dubuque City Council will conduct a public hearing at
a meeting to commence at 6:00 p.m. on Monday, September 18, 2017, in the Historic
Federal Building, 350 West 6th Street, on the following:
2017 Imagine Dubuque Comprehensive Plan
Copies of supporting documents for the public hearing are on file in the City Clerk's
Office, City Hall, 50 W. 13th St., Dubuque, Iowa, and may be viewed during normal
working hours.
Written comments regarding the above public hearing may be submitted to the City
Clerk's Office on or before said time of public hearing. At said time and place of public
hearing all interested citizens and parties will be given an opportunity to be heard for or
against said proposal.
Any visual or hearing impaired persons needing special assistance or persons with
special accessibility needs should contact the City Clerk's Office at (563) 589-4100 or
TDD (563) 690-6678 at least 48 hours prior to the meeting.
