City Engineer Gus Psihoyos recommends the City Council set a public hearing for
October 2 to consider an amendment to the Saint Ambrose Street Residential Parking
Permit District C, which would add both sides of Saint Ambrose Street from Clarke Drive
to Sunnyview Drive, and an amendment to the Auburn Street Residential Parking
Permit District E, which would add both sides of Auburn Street, from North Grandview
Avenue to Dexter Street. These additions would have the same day/time parking
restrictions that are in their respective districts.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is in response to petitions submitted by residents on Saint
Ambrose Street (District C) and Auburn Street (District E) in August 2017. Residents along
Saint Ambrose Street have petitioned to increase existing District C to include both sides of
Saint Ambrose Street between Clarke Drive and Sunnyview Drive. Residents along Auburn
Street have petitioned to increase existing District E to include both sides of Auburn Street
between N. Grandview Avenue and Dexter Street.
BACKGROUND
In 1985, the City adopted an ordinance providing for the establishment of Residential
Parking Permit Districts (RPPD). The purpose of such districts is to reduce traffic congestion
resulting from the use of parking within residential districts by persons not residing within the
district, to protect the residents of these districts from an unreasonable burden in gaining
access to their residences, to preserve the character of such districts as residential districts,
and other various purposes. A Residential Parking Permit District designation can be made
only after a petition of residents representing 60 percent (60%) of the dwelling units in a
proposed area is received, a parking study is conducted by the City Engineer, and a public
hearing is held by the City Council.
A recent revision of the RPPD ordinance by City Council has resulted in a decrease of the
size of the area to be amended and lowering the number of vehicles parked curbside during
peak periods.
To be eligible for an amendment to existing RPPD's, the proposed addition must include at
least two (2) block faces, must have at least 70% of the curbside parking utilized during
peak periods, and must have at least 25% of such utilization by non-residents of the area.
Areas being added to an existing district assume the same day/time restrictions as
previously established in the existing district. Upon designation as an RPPD, no one can
park curbside in the district during the restricted hours without a residential or guest parking
permit.
DISCUSSION
The petition for an area amendment (adding Saint Ambrose Street between Clarke Drive
and Sunnyview Drive) was submitted on August 8, 2017 represents more than 60% of the
dwelling units along this street (7 of 9 dwelling units signed petition). The petition requests
the addition of Saint Ambrose Street, between Clarke Drive and Sunnyview Drive, be added
to existing District C and that current parking day/time restrictions be assumed by these
residents. The current parking restrictions for District C state that no vehicles shall park
curbside during the hours of 7:30 A.M. to 10:00 P.M. daily, except Sundays and holidays,
without displaying a valid parking permit. Engineering's parking study of Saint Ambrose
Street between Clarke Drive and Sunnyview Drive resulted in more than 70% of the
curbside parking spaces being utilized (19 of 24 spaces occupied) and at least 25% of such
curbside parking spaces were utilized by non-resident parkers (16 of 19 vehicles present).
Therefore, the petition, meets the requirements of the RPPD amendment ordinance.
The petition for an area amendment (adding Auburn Street between N. Grandview Avenue
and Dexter Street) was submitted on August 23, 2017 represented more than 60% of the
dwelling units along this street (7 of 9 dwelling units signed petition). The petition requests
the addition of Auburn Street, between N. Grandview Avenue and Dexter Street, be added
to existing District E and that current parking day/time restrictions be assumed by these
residents. The current parking restrictions for District E state that no vehicles shall park
curbside during the hours of 7:00 A.M. to 2:30 P.M. daily, except Saturdays, Sundays and
holidays, without displaying a valid parking permit. Engineering's parking study of Auburn
Street between N. Grandview Avenue and Dexter Street resulted in more than 70% of the
curbside parking spaces were utilized (24 of 24 spaces occupied) and at least 25% of such
curbside parking spaces were utilized by non-resident parkers (20 of 24 vehicles present).
The petition, therefore, meets the requirements of the RPPD amendment ordinance.
RECOMMENDATION
Since the petition and parking study for both Saint Ambrose Street and Auburn Street meet
the criteria necessary for an area addition to existing Residential Parking Permit Districts, I
recommend the following amendments:
• Addition: Saint Ambrose Street, both sides, from Clarke Drive to Sunnyview Drive to
existing District C with current day/time parking restrictions being assumed for this
addition;
• Addition: Auburn Street, both sides, from N. Grandview Avenue to Dexter Street to
existing District E with current day/time parking restrictions being assumed for this
addition.
I would further recommend that the City Council set a public hearing on the amendment
(addition) of Saint Ambrose Street, both sides, from Clarke Drive to Sunnyview Drive to
existing District C; and the amendment (addition) of Auburn Street, both sides, from N.

Grandview Avenue to Dexter Street to existing District E. After the public hearing, the City
Council may reject these petitions, adopt an ordinance by adding the proposed areas to
existing Districts, or adopt an ordinance modifying the proposed addition.
ACTION TO BE TAKEN
The City Council is requested to establish the date of the public hearing for the proposed
amendments to District C, which add Saint Ambrose Street, both sides, from Clarke Drive to
Sunnyview Drive, and District E, which add Auburn Street, both sides, from N. Grandview
Avenue to Dexter Street.

Whereas, the City of Dubuque, pursuant to Ordinance 9-14-321.735 of the Code
of Ordinances, has received a letter from Ms. Jean Hesselbacher requesting that the
following area described as follows be included in Residential Parking Permit District C:
• Saint Ambrose Street on both sides between Clarke Drive and Sunnyview
Drive; and
Whereas, the City of Dubuque, pursuant to Ordinance 9-14-321.737 of the Code of
Ordinances, has received a letter from Mr. Dave Donovan requesting that the following
area described as follows be included in Residential Parking Permit District E:
• Auburn Street on both sides between North Grandview Avenue and
Dexter Street; and
Whereas, the City Manager, in accordance with Ordinance 9-14-321.735 and
Ordinance 9-14-321.737 recommends that Residential Parking Permit District C and
District E respectively be amended to include such areas and that the City Council set a
public hearing on the request to amend Residential Parking Permit District C and E.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council finds and determines that the request from Ms.
Jean Hesselbacher is valid for Auburn Street, in Residential Parking Permit District C.
Section 2. That the City Council finds and determines that the request from Mr.
Dave Donovan is valid for Auburn Street, in Residential Parking Permit District E.
Section 3. That the City Clerk be authorized and directed to publish a notice of
public hearing on amending Residential Parking Permit District C and District E, to be
held of l Vcitoll l 2, 2017.

a meeting to commence at 6:00 p.m. on Monday, October 2, 2017, in the Historic
Federal Building, 350 West 6th Street, to consider an amendment to the City of Dubuque
Code of Ordinances Residential Parking Permit District (RPPD), "District C," by an
addition to include both side of Saint Ambrose Street between Clarke Drive and
Sunnyview Drive and "District E" by an addition to include both side of Auburn Street
between North Grandview Avenue and Dexter Street.
At the public hearing, the City Council may reject the petition, or adopt an ordinance
modifying the proposed districts.
Copies of supporting documents for the public hearings are on file in the City Clerk's
Office and may be viewed during normal working hours.
Written comments regarding the above public hearings may be submitted to the City
Clerk's Office on or before said time of public hearing. At said time and place of public
hearings all interested citizens and parties will be given an opportunity to be heard for or
against said rezoning.
