SUBJECT: Bunker Hill Sidewalk Installation
Sealed bids were received for the Bunker Hill Sidewalk Project. Public Works Director
Mike Koch recommends award of the contract to the Iow bidder, Winger Construction, in
the amount of $36,172.00, which is 40.87% under the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Bunker Hill Sidewalk Installation
INTRODUCTION
The enclosed resolution provides for the award of the Bunker Hill Sidewalk Installation
Project.
DISCUSSION
This project was initiated based on numerous requests for sidewalk along North
Grandview abutting the City golf course and Clarke College. The project provides for
the installation of 2,060 lineal feet of sidewalk along Bunker Hill Golf Course and 376
lineal feet of sidewalk abutting Clarke College property. The work will consist of:
excavation; stone base; a 4-feet wide, 4-inch deep sidewalk; and a 1-foot grass strip
between the walk and curb on both sides.
When the City acquired the right-of-way for the North Grandview extension from Clarke
College in 1959, an agreement was made that Clarke College would not be assessed
for the sidewalk along North Grandview.
Sealed bids were received on the project on June 18, 2002. Winger Construction of
Dubuque, Iowa submitted the Iow bid in the amount of $36,172.00. This amount is
40.87% under the engineer's estimate. A summary of the bids received is as follows:

John Perry Construction $44,433.04
Fondell Excavating $48,863.00
Hamel Parking $71,123.88
RECOMMENDATION
I recommend that the contract be awarded to Winger Construction in the amount of
$36,172.00.

The summary of the project costs is as follows:

The City Council is requested to adopt the attached resolution awarding the
construction contract to Winger Construction.

RESOLUTION NO. 341-02
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 29th day of May, 2002, plans, specifications, form of contract and
estimated cost were filed with the City Clerk of Dubuque, Iowa for the Bunker Hill Sidewalk
Installation Project.
Whereas, notice of hearing on plans, specifications, form of contract, and estimated
cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are hereby
approved as the plans, specifications, form of contract and estimated cost for said
improvements for said project.

RESOLUTION NO. 342-02
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Bunker Hill Sidewalk Installation Project pursuant to Resolution No.299-02 and
notice to bidders published in a newspaper published in the City of Dubuque,
Iowa on the 7m day of June, 2002.
Whereas, said sealed proposals were opened and read on the 18th day of
June, 2002, and it has been determined that the bid of Winger Construction of
Dubuque, Iowa, in the amount of $36,172.00 was the' lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Winger
Construction and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
