SUBJECT: Main Street Meter Expansion
Main Street will be open to traffic in July. The approved design identifies the placement
of a total of 34 meters on both sides in selected areas of Main Street from Fifth Street to
Ninth Street.
The City Council has provided input and approved the Main Street design. The City
Council held a work session in August 2001. According to the notes provided by the
Durrant Group, one of three basic premises of the City Council was "parking on both
sides of the street tailored to property owners." The design of Main Street includes both
drop off areas and metered parking. All of the areas designated for either drop off or
parking meters were customized with input and concurrence of the adjoining property
owners.
In preparing for the public hearing on the Main Street Reconstruction Project, Public
Works Director Mike Koch prepared a memorandum concerning the project that
indicated "The street would include cutouts for short-term parking on both sides of the
street in selected areas. These parking areas were tailored for each business's needs.
Diagonal parking will be provided in front of Graham's."
Economic Development Director Bill Baum is recommending expansion of the meter
district to include Main Street from Fifth Street to Ninth Street. This change does not
deal with any of the 8th Street parking issues.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to propose an amendment to Section 32-336 of the
City of Dubuque Code of Ordinances to expand the existing meter district to include
Main Street from Fifth Street to Ninth Street. At the June 3 City Council meeting, the
Council did not approve the expansion of the meter district for 8th Street and Main
Street. However, all of the discussion centered on 8th Street.
DISCUSSION

ACTION
I recommend the City Council adopt the following ordinance amending Section 32-336
of the Code of Ordinances to expand the meter district to include both sides of Main
Street from Fifth Street to Ninth Street.

ORDINANCE NO. 52-02
AN ORDINANCE AMENDING SECTION 32-336 OF THE CITY OF
DUBUQUE CODE OF ORDINANCES, ESTABLISHING THE MUNICIPAL
PARKING METER DISTRICT BY ADDING BOTH SIDES OF MAIN
STREET FROM FIFTH STREET TO NINTH STREET.
Whereas, The City Council of Dubuque, Iowa has taken action to open Main
Street from Fifth to Ninth Streets to vehicular traffic; and
Whereas, property owner meetings have been part of the process for the
design and construction of Main Street, and the installation of parking
meters are part of the approved Main Street design;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. Section 32-336 of the City of Dubuque Code of
Ordinances is hereby amended by adding the following streets to the streets
designated as the Municipal Parking Meter District:
NORTH-SOUTH STREETS
Main Street, both sides, from Fifth Street to Ninth Street.
Section 2. Effective date. This ordinance shall take effect upon
publication, according to law.
