SUBJECT: Traffic Control at Main Street
The street and sidewalk portions of the Main Street Reconstruction Project - 5th to 9th
Streets are scheduled to be opened shortly after the July 4th holiday. With the opening
of Main Street, it will be necessary to create an ordinance to allow the placement of stop
signs on 8th Street at Main Street.
Based on the designation of 5th Street as a through street, Public Works Director Mike
Koch recommends that a stop sign be placed on Main Street at 5th Street for
southbound traffic, and that stop signs be placed to stop eastbound and westbound
traffic on 8th Street at Main Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The following is in response to the opening of Main Street from 5th to 9th Streets.
DISCUSSION
The street and sidewalk portions of the Main Street Reconstruction Project - 5th to 9th
Streets are scheduled to be opened shortly after the July 4th holiday. With the opening
of Main Street, it will be necessary to create an ordinance to allow the placement of stop
signs on 8th Street at Main Street.
Fifth Street is designated as a through street, and therefore, a stop sign will be required
on Main Street at 5th Street. No additional ordinance is required to provide for the stop
sign at this intersection. The intersection of 9th and Main Street will remain under the
control of traffic signals.
RECOMMENDATION
Based on the designation of 5th Street as a through street, I would recommend that a
stop sign be placed on Main Street at 5th Street for southbound traffic. I also
recommend that stop signs be placed to stop eastbound and westbound traffic on 8th
Street at Main Street.
The enclosed ordinance provides for the installation of stop signs on 8th Street at Main
Street.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance providing for stop signs
on 8th Street and Main Street.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF DUBUQUE, IOWA, BY MODIFYING SUBSECTION (b) OF
SECTION 32-214 THEREOF PROVIDING FOR THE ADDITION OF
STOP SIGNS ON EIGHTH STREET AT MAIN STREET
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by adding Eighth Street and Main Street to Subsection (b) of
Section 32-214 thereof as follows:
"Sec. 32-214.
Stop Intersections.
(b)
Eastbound and Westbound
Eighth Street and Main Street
Passed, approved and adopted this 1 st
day of July, 2002.
