Vice Chairperson Maloy celled the meeting to order at 5:32 p.m. following staff assurance
of compliance with Iowa Open Meeting Law.

Review and Certification of Minutes of 9May 2002 Meeting
Commissioner Giesen moved to approve the 9 May 2002 minutes as submitted.
Commissioner Sullivan seconded. Roll Call. All present in favor. Motion passed.

Old Business
Dubuque County Historical Society-cp2 Grant Update
Aggie explained the request by the Dubuque County Historical Society for an extension to
complete the construction on the Community Partnership (cp2) project of an accessible ramp
for the Woodward Riverboat Museum and the Logsdon towboat. The grant was received in
July, 2000 in the amount of $26,464. The improvements will be completed by June 30,
2002. Commissioner Sullivan moved to grant the extension to June 30, 2002.
Commissioner Shireman seconded. Roll Call. All present in favor. Motion passed.
New Business
FY 2003 Annual Plan Amendment (non substantial)
Additional funds for Washington Neighborhood Tool Library
Aggie announced the amendment to the FY 2003 Annual Plan that is proposed to increase
funding for the Washington Tool Library. Currently the plan provides for $10,500 for funding
the tool library operation. An additional $5,000 is being requested to fund Operation New
View Community Action Agency to administer the program effective July 1st. The Tool
Library will implement a card system for Iow-moderate income persons who will be registered
annually by completion of an income verification from Operation New View. The tool library
card would then be issued to alleviate paperwork for residents who use the library multiple
times per year. The proposed amendment would increase the Washington Tool Library
funding to $15,500 and would reduce the CDBG contingency to $1,275. Commissioner
Sullivan moved to approve the proposed amendment to increase the funding. Commissioner
Shireman seconded. Roll Call. All present in favor. Motion passed
Information Sharing
Revised Commission meeting dates
Aggie stated that the Community Development Advisory Commission meeting date has been
changed to the 2nd Wednesday of the month at 7:00 p.m., St. Mark Community Center,
starting in July. Next meeting will be July 10, 2002.
Response to HUD Audit Review Report
Aggie shared the letter from HUD along with the responses sent to HUD regarding the
concerns relating to the March 5-7th on-site review of the Community Development Block
Grant (CDBG) program with the City of Dubuque. She noted that the Little Cloud Gid Scouts
received a Community Partnership (cp2) grant to provide paid leaders to Gid Scout troops in
Iow-and moderate- income areas of the city. Since documentation could not be provided that
Marshall School met this criteria, a refund check, as requested, in the amount of $780 was
received. No further response has been received from HUD.
Housing Trust Fund Allocation
Aggie reviewed the memo from David Harris to the City Manager regarding the FY 2003
Trust Funds. The Housing Trust Fund Committee approved the use of the FY03 Trust fund
allocation, of $52,100 to be used to assist Iow-income homeowners to improve their homes
in the Five Points area, as part of a HOME-assisted comprehensive neighborhood
revitalization project. Particularly the funds will be used for exterior improvements
accomplishing historic restorations of their properties. The Committee's recommendation
meets the requirements of the Housing Trust Fund, therefore no further review is needed by
the Community Development Advisory Commission.

moved to adjourn. Commissioner Giesen seconded. Motion passed by voice vote. Meeting
was adjourned at 6:12 p.m.
