LONG RANGE PLANNING ADVISORY COMMISSION
JUNE 19, 2002
7:00 p,m.

PRESENT: Chairperson Mary Lynn Neumeister; Commissioners Dave Rusk,
Winterwood, Floyd Schneider, Rick Stein and Roy Buol; Staff Member Laura
Carstens.
ABSENT: Commissioner Mike Portzen.
CALL TO ORDER The meeting was called to order at 7:02 p.m.
CERTIRCATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that
the meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Stein, seconded by Rusk to approve the meeting minutes of May 15, 2002
passed unanimously.
ACTION ITEMS
Proposed Land Use Map
Carstens reviewed the changes that were made tot eh Proposed Land Use Map at the request
of Commissioners. Motion by Winterwood, seconded by Rusk, to approve the Proposed Land
Use Map as submitted passed unanimously. Commissioners noted that the map now can go on to
City Council for adoption.
Rusk asked if the budget had been established for printing the updated Comprehensive Plan and
the Proposed Land Use Map. Carstens noted that there are funds budgeted and that she will
work with staff to get these documents printed.
LIAISON/COMMITTEE REPORTS
Joint City/County Planning Committee: Carstens reported that the staff-level working group is
continuing to refine a draft agreement. Chairperson Neumeister asked for a draft or a
"newsletter" update by the next meeting.
Downtown Planning Committee: Rusk reported that the Downtown Planning Committee
distributed the RFP for a consultant for the master planning process. He noted proposals are due
June 28th. He also stated that funds are not available from the Iowa Department of Economic
Development this fiscal year, but an application would be submitted in July for the next fiscal
year, which begins July 1.
Enterprise Zone Commission: No report.
