Practical ezam started at 5:30pm and ended at 7:30pm. Two candidates were
unsuccessful, Alan Hinderman, and Ted Boge. Cory Ransom was successful.

Jack Papin moved to accept the minutes as read. Harlan Willenborg seconded. All
present in favor. Motion passed.
New Business
1. Discussion of oven Plumbing Violations by Mississinni Valley Plumbing Ryan
Naab (owner), Glen Naab (Master Plumber) Based on the history of repeated
violations and disregard of the rules and ordinances of the City of Dubuque,
unanimous motion to proceed with prosecution of Notice(s) of violation dated
3/17/08 and 12/8/08. Board recommended suspension of permitting privileges until
this is resolved. Staff will proceed with a January court date. Time Line:

8/07 (1sT OFFENSE)
Olympic Heights, 521 & 495- No plumber on job, no inspection.
Action: WRITTEN WARNING LETTER dated 8/29/07.

inspection to determine existing (abandoned grease trap routing).

Action: VIOLATION NOTICE WITH DOUBLE FEE FOR NO PERMIT OR
REGISTRATION. sent 2/29/08.
Resolution: None (pending since due date 3/17/08).
11/10/08 (3`d OFFENSE)
Holliday Inn Express, 2080 Holliday Drive. Inspection by mechanical inspector. NO
PERMIT, NO TEST/INSPECTION PRIOR TO PIPE CONCEALMENT.
Action: NOTICE OF VIOLATION WITH DOUBLE FEE dated 11/29/08.
Resolution: Pending due date 12/8/08. Denial of offense received 12/11/08.
Note: At no time has Ryan Naab held a Plumbing license in the City of Dubuque or
employed registered Apprentices during the above time frame.
2. Discussion of double wall heat ezchan~er annlications.
Staffpresented relevant Plumbing code sections,('06 IPC 608.16.3 & '06 IRC
P2603.6). Where combination space and potable hot water heater duty is combined
in a single system to supply both hot domestic water and heat a hydronic loop(s), the
sepazation must be by double wall heat exchanger in the following: Toxicity of
transfer fluid is to be assumed if the space heating/hydronic side of the system is
installed in a space likely to be subjected to freezing temperatures (i.e. outside of a
building, in gazage floor,snow melt system, attic or crawlspace or any other place
subjected to freezing temperatures). This interpretation is supported by the regional
winter design temperature being well below 32F (Dubuque design temp. is -7F per
table D101 of'06 Il?C) Public safety/cross connection control aze pazamount
concerns. Several un-permitted and un-inspected hydronic pipe systems have been
discovered that fall into a category listed above, and contractor states no anti freeze
agent will be used, contrary to common sense, the laws of physics and the Plumbing
Code. The above interpretation of double wall exchanger useage is agreed upon by
the Board. Papin, 2nd by Willenborg. All in favor.

Harlan Willenborg motioned to adjourn. Seconded by Jack Papin. Meeting was
adjourned by voice vote at 6:OOpm. Practical tests concluded at 7:15
