City Engineer Gus Psihoyos is recommending that the Hempstead Safety
Improvements -Crosswalks and Geometrics Project contract award to McDermott
Excavating in the amount of $83,403.51 be recorded in the official minutes.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The Hempstead Safety Improvements -Crosswalks & Geometrics Project
provides for the installation of fiber optic conduit, handholes and miscellaneous
concrete foundations to accommodate ITS traffic signals and the reconstruction
of the Hempstead High School school bus driveway exit on Pennsylvania
Avenue, east of Rosemont Street. The construction/reconstruction includes the
sidewalk, curbing, driveway and access ramp.
The following is a summary of the bids received:
McDermott Excavating $131,067.30 Adjusted: $83,403.51*
Arensdorf Excavating $140,898.62
Tschiggfrie Excavating $143,938.00
Portzen Construction $147,749.50
'The Traffic Signalization bid item was adjusted to reflect City Engineering providing the wireless vehicle
detection system and for a later bid on the 630 lineal feet of conduit. The net bid still resulted in the award to
McDermott Excavating in the amount of $83,403.51.
Through the competitive quotation process for public improvements, this project
was awarded on November 20, 2008, to McDermott Excavating, of Dubuque,
Iowa, in the amount of $83,403.51.
In accordance with the competitive quotation requirements of Iowa Code, Section
26.14, it is necessary that the award for the Hempstead Safety Improvements -
Crosswalks &Geometrics Project to be officially recorded in the minutes of the
City Council.
