Preservation Green Lab Pilot Program Memorandum of Understanding

The National Trust for Historic Preservation has invited three cities to participate in their
Preservation Green Lab Program as pilot cities. Those three cities are San Francisco,
California; Seattle, Washington; and Dubuque, Iowa.
Assistant City Manager Teri Goodmann is recommending approval of a Memorandum
of Understanding with the National Trust for Historic Preservation that creates a
voluntary partnership with the City of Dubuque to achieve common goals related to
energy conservation and sustainability, which has as its core value historic preservation.
Assistant City Manager Cindy Steinhauser and Assistant City Manager Teri Goodmann
have been working with the National Trust to identify ways to create a national model
that emphasizes sustainable, smart energy systems with historic preservation using the
Dubuque Warehouse Millworking District as the pilot model. At the heart of the
discussion is the notion that the most sustainable building is one that is already built.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request City Council approval of a Memorandum
of Understanding with the National Trust for Historic Preservation.
Discussion
The Mayor and City Council have identified sustainability and the warehouse district
revitalization as two of their top priorities. City staff has been working on numerous
projects to support these priorities. Included in our work has been establishing
relationships with Local, State, Regional and National partners to help us implement
these priorities. This work has included on-going dialog with the National Trust for
Historic Preservation. Assistant City Manager Cindy Steinhauser and I have been
working with the National Trust to identify ways to create a national model that
emphasizes sustainable, smart energy systems with historic preservation using the
Dubuque Warehouse Millworking District as the pilot model. At the heart of our
discussion is the notion that the most sustainable building is one that is already built.
As a result of our efforts, Dubuque was selected by the National Trust for Historic
Preservation to be one of three pilot communities across the country to participate in a
Preservation Green Lab demonstration project. This project has at the heart of its
mission the concept that the embodied energy (energy previously used to create a
product or building) found in historic structures, needs to be at the heart of a city's
sustainability strategy. The Preservation Green Lab in Dubuque will focus on the
Millworking Warehouse District and the marrying of historic preservation standards with
smart energy systems for adaptive building reuse.
Attached is a Memorandum of Understanding (MOU) which provides the framework for
the city of Dubuque to work in partnership with the National Trust for Historic
Preservation on this initiative. This MOU has been reviewed by the attorneys for the
NTHP and by City Attorney Barry Lindahl. The MOU identifies a vision for the
partnership that includes: "Build a broader, more engaged constituency that
understands the importance of historic preservation as a core value of energy
conservation and sustainability". The MOU also identifies Mission that will be
undertaken between the city of Dubuque and the National Trust which includes:
• Share resources and coordinate strategies and plans.
• Work to foster local, regional and national understanding of the Preservation
Green Lab program and basic tenets of energy conservation including historic
preservation as its primary principle.
• Work to increase public participation in (and understanding of) issues that affect
the environment including public policy and personal behavior change.
• Identify communications or education challenges and opportunities for increasing
public participation in energy conservation and sustainability practices.
• Identify best management practices that can be used to further energy
conservation and sustainability practices regionally and nationally.
Request
The requested action is for City Council to approve the Memorandum of Understanding
and to authorize the City Manager to sign on behalf of the City of Dubuque.

This Memorandum of Understanding (MOU) is entered into by the National Trust for Historic
Preservation (Trust) and the City of Dubuque, Iowa (City). This agreement creates a voluntary
partnership of these two organizations in order to achieve common goals related to energy
conservation and sustainability which has as its core value -historic preservation. These two
organizations have come together to achieve these goals through collaboration and cooperation and
specifically by launching and implementing a Preservation Green Lab pilot program in the City.
Vision
This Memorandum of Understanding provides a framework to:
• Coordinate and collaborate on historic preservation, energy conservation and sustainability
efforts, including implementation of Preservation Green Lab program using Dubuque as
one of three initial pilot locations for the Trust;
• Build a broader, more engaged constituency that understands the importance of historic
preservation as a core value of energy conservation and sustainability;
• Assist the City in the development of climate protection plan that incorporates historic
preservation as a component of the plan;
• Secure public and private commitments to fund the Preservation Green Lab pilot program
for the National Trust and the City of Dubuque
