The City has a Fiscal Year 2009 (current budget year) Purchase of Service Agreement
with the Dubuque Area Labor-Management Council for $15,968.
The DALMC is doing afive-year funding campaign, "Partnering for Progress." The
requested funding from the City is $30,000 per year for five years.
The total of their campaign is $100,000 per year - $60,000 from private and $40,000
from local government sources. They have other revenues, for instance, membership
($19,000) and fundraising events. In the past, the State of Iowa contributed to their
budget, and they are asking that the State once again provide funding.
respectfully request Mayor and City Council approval of their five-year funding request,
with the first payment of $14,032 ($30,000 - $15,968) paid in this fiscal year. The FY10
budget would show a $30,000 expense in FY10.

available in the Dubuque and trl-state area. It will also include the construction
apprenticeship programs. It is projected to be completed by the end of this November.
A very successful third program, the Education-to-Employment Grant Program, already
exists and amongst other eligible applicants is targeted to families qualifying for the
Workforce Investment Act. The Workforce Investment Act includes unemployed and
underemployed residents who are traditionally cut-off from opportunities for advancement
due to social, cultural, or educational barriers. This would include many of those who will
be served by Project HOPE. The Education-to-Employment Grant Program is designed to
increase awareness about skilled fields of occupation in the Dubuque area where there is a
demand for good workers who need specific education or training to qualify for available
jobs. Applicants must indicate that they want to work in the Dubuque area following the
completion of their education.
Eligible to apply are the family members and workers affiliated with the 100-plus
employers, unions and other organizations that are corporate sponsors of Summerfest
Dubuque or members of the Labor-Management Council. Also eligible are National Guard
and Reserve personnel who have served since September 11, 2001, and their immediate
family members, as well as people enrolled in the dislocated worker program.
The Dubuque Area Labor-Management Council has awarded over $143,000 in grant
money to area students since 2000. Among the recipients are students planning on
becoming welders, accountants, nurses, teachers and engineers. The proceeds from
Summerfest Dubuque fund the grant program.
Over the past two years and year-to-date, DALMC's programs and activities have directly
addressed the interests of more than 71 employers and unions with collective bargaining
agreements and 21 associate members whose business success relies in part on the
maintenance of constructive labor-management relationships in the community. Our
educational and relationship-building events have served from 20 to 250 individuals each.
These include supervisor and steward training, wage and hour regulatory updates and
OSHA training and certification.
The future workforce has been served through our Eighth Grade Career Exposition in
which over 1,800 8`~ grade students from the Dubuque area have, over the last two years,
had direct hands-on exposure to building and construction trade jobs. These jobs were
demonstrated by local skilled tradesmen and women at the Portzen Construction facility.
Also in the last two years over two hundred Dubuque area high school students have
participated in mock bargaining with DALMC members as serving as coaches and
mentors.
Please also find attached our program budget for our current FY 2007, FY2008, FY 2009
and an estimated projected FY 2010 budget.
The Council has accounted separately for expenses and receipts related to the Alliance for
Construction Excellence. None of the money received by us from the City in FY 2009
under this purchase of service agreement has been used to support activities related to the
Alliance for Construction Excellence.

We asked and here is what you told us -
The Dubuque Area Labor-Management Council Board of Directors approved a five year plan and a
survey to determine the focus for a campaign that would address the opportunities and challenges
for labor-management relations in the Dubuque area.
This was accomplished through one-on-one meetings with over 60 of our members, associate
members and community advisors to determine their- impressions about labor-management
relations in the tri-state area ..... past, present and future. The survey showed thaf business, labor
and community leaders overwhelmingly recognize the importance of alabor-management council
in this (the tri-state) area.
The study also revealed that DALMC needs to expand its involvement in workforce recruitment,
expansion and retention as well assisting employers and employees in developing woirker skills.

benefits to both sides. In addition, they have raised money to provide $143,000 in education
grants to students in Dubuque and the tri-state area. The council also provides services and
training to its members, which include steward/supervisor training, interest-based bargaining
and negotiating 101. The Dubuque Area Labor Management Council has become a leader in
the Dubuque area in economic and workforce development. Without federal or state funding,
the council will be unable to continue its current programs.
