CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m. on September 6, 2017
in the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Buol; Council Members Connors, Del Toro, Jones, Lynch, Resnick;
City Manager Van Milligen, Assistant City Attorney Quann.
Absent: Council Member Rios
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting a work session and setting a public hearing on the Imagine
Dubuque Comprehensive Plan.
WORK SESSION
1. Imagine Dubuque Comprehensive Plan: Assistant Planner Dave Johnson and Mike
Hoffman of Teska Associates conducted a work session with the City Council on the draft
Imagine Dubuque Comprehensive Plan. Topics included:
• Representative Engagement
• Timeline and review of events, workshops, focus groups and open houses for 2016
and 2017
• Executive Summary Review- Purpose/Creation and At -a -Glance Review of Plan
Chapter Nos.:
1. Introduction / Comprehensive Plan Goals
2. Community Engagement
3. Economic Prosperity
4. Environmental Integrity
5. Social & Cultural Vibrancy
6. Housing
7. Community Facilities
8. Transportation & Mobility

The presenters held a question/answer period with the City Council that included
discussion of how topics were compiled and made the list. The City Council thanked staff
and the consultants for the enormity of work and a job well done. The work session
concluded at 7:02 p.m.
ITEM TO BE SET FOR PUBLIC HEARING
1. Imagine Dubuque Comprehensive Plan: City Manager recommending adoption of a
resolution setting a public hearing for the 2017 Imagine Dubuque Comprehensive Plan
on September 18, 2017. Motion by Connors to receive and file the documents and adopt
Resolution No. 316-17 Setting a public hearing on 2017 imagine Dubuque
Comprehensive Plan setting a public hearing for a meeting to commence at 6:00 p.m. on
September 18, 2017 in the Historic Federal Building. Seconded by Jones. Motion carried
6-0.
There being no further business, upon motion the City Council adjourned at 7:03 p.m.
