CALL TO ORDER: The meeting was called to order by Vice Chairperson Pregler at
533 p m

MINUTES Motion by Wright, seconded by Vincent, to approve the minutes of August

PUBLIC HEARINGS
Draft Imaaine Dubuque Comnrehensive Plan
Motion by Wright, seconded by Vincent, to open the public hearing portion of the
agenda Motion carried by the following vote Aye — Vincent, Wright, Darter, and

Assistant Planner David Johnson introduced the Imagine Dubuque project and
presenters including Planning Technician Ose Akinlotan and Mike Hoffman, Vice
President, Teska and Associates

Mr. Hoffman and Staff Members Johnson and Akinlotan provided a PowerPoint
presentation outlining the format of the Draft Comprehensive Plan; the community
engagement outreach tools, events and results; the content and key recommendations
of each chapter in the plan; and the call to action for community partnerships and
involvement for plan implementation, establishing priorities, and measuring success.
Vice Chairperson Pregler opened the agenda for public input regarding the Draft
Comprehensive Plan.
Paul Shultz, 1008 Victoria Street, stated he serves as President of Green Dubuque and
applauded the project for its comprehensive and inclusive engagement. He stated he
would like to view the appendix which contains the economic analysis to determine the
community's capacity and abilities to implement the plan.
Mr. Shultz identified the community facilities that were not incorporated within Chapter 7
of the plan. He noted the food scrap program is limited to two -tons a week and building
capacity for that program will be important in the future. He stressed the importance of
developing and maintaining recycling and composting data to determine what tonnage
is making it to market. He stressed the importance that waste be viewed as an asset
and the value of developing a solid waste comprehensive plan in the future. He
explained zero -waste goals does not mean a community will get to zero; rather, the
point is we need to work towards reducing waste and viewing waste as an asset with
value. Mr. Schultz cited selling compost to the community as a means of generating
value to help increase capacity. He noted Green Dubuque will be happy to partner with
the community on these initiatives in the future.
Mr. Schultz stated he served a Climate Fellow in the ICMA Fellowship program. He
noted climate does not appear to be much of a filter in the new comprehensive plan. He
stated it will be an important issue for communities to consider in their future planning
efforts and something for Dubuque to look at as the community moves forward.
The Commission thanked Mr. Schultz and Green Dubuque for their commitment to
Imagine Dubuque and the community.
The Commission received and filed all written correspondence provided for the public
hearing by the Planning Services staff in the form of a staff memo with
recommendations for disposition.
Motion by Vincent, seconded by Darter, to close the public hearing portion of the
agenda. Motion carried by the following vote: Aye — Vincent, Wright, Darter and
Pregler; Nay — None. The public hearing was closed at 6:30 p.m.
Vice Chairperson Pregler thanked the community, City Staff, and consultants for their
hard work and complemented the content and design of the plan.

The Commission discussed how the community will measure performance of the plan
outcomes. Vice Chairperson Pregler stated the importance of the plan being used early
to inform annual goal setting, project planning, and budget development, rather than
making connections after goals and projects are developed. He explained specific
processes will need additional discussion after the plan is adopted.
Motion by Darter, seconded by Wright, to recommend to City Council adoption of
Imagine Dubuque 2037: A Call to Action — 2017 Comprehensive Plan as presented.
Motion carried by the following vote: Aye — Vincent, Wright, Darter, and Pregler; Nay —
None.

LRPAC meeting on Wednesday, September 20, 2017.

Planning Advisory Commission meeting. Motion carried by the following vote: Aye —
Vincent, Wright, Darter and Pregler; Nay — None.
ADJOURNMENT: Motion by Vincent, seconded by Darter, to adjourn the September
12, 2017 Long Range Planning Advisory Commission meeting. Motion carried by the
following vote: Aye — Vincent, Wright, Darter, and Pregler; Nay — None.
