Van Milligen, City Manager SUBJECT: Resource Enhancement and Protection (REAP) Program Planning Services Manager Laura Carstens is recommending City Council approval of the updated REAP Plan, and requests that a new City representative be appointed to the REAP Committee to replace former City Council member Joe Robbins. FY03 REAP Plan Update As requested, I have updated the attached questionnaire regarding changes to the Dubuque County REAP Plan. The update was prepared based on input from Administrative Services Manager Pauline Joyce and Leisure Services Manager Gil Spence, and my review of the City's adopted FY03-FY07 ClP. This questionnaire is due to the County by July 12 for review at the REAP Committee meeting on August 6. City Representative on REAP Committee The REAP Committee listing includes former City Council member Joe Robbins. A new City representative needs to be appointed to the REAP Committee. The information requested on the enclosed membership form must be submitted to the County by July 5 to verify membership prior to the August 6 REAP Committee meeting. REAP Grant Application With the recent State budget cuts, the FY03 REAP grant round has been eliminated. Recommendation I recommend that the City Council approve the enclosed update of the REAP Plan, and appoint a new representative to the REAP Committee.
