Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Bee Branch Creek Restoration Project -Landscape Design City Council Work Session INTRODUCTION The purpose of this memorandum is to present materials in support of the City Council work session scheduled for January 6, 2009 to discuss the landscape design for the Bee Branch Creek Restoration Project. BACKGROUND On June 16, 2008 the City Council authorized the release of an RFP for the final design, construction/bidding documents, and construction observation for the Bee Branch Creek Restoration Project. On August 18, 2008, the City Council authorized the City Manager to negotiate and enter into an agreement with Strand Associates to provide engineering and design services for the Bee Branch Creek Restoration Project. In October of 2008 the City Manager executed a contract with Strand & Associates to provide engineering and design services for the Bee Branch Creek Restoration Project for $1,392,000.00. DISCUSSION One of the design elements to be addressed by the City's consultant team of Strand & Associates, IIW Engineers, and Ken Saiki Design is to gather and utilize input from citizens for the design of the final landscaping plan for the Bee Branch project. At the direction of the City Council, a committee was formed that along with City staff includes Wayne Klosterman from the North End Neighborhood Association and Theresa Caldwell, President of the Washington Street Neighborhood Association. The purpose of the Bee Branch Landscape Design Advisory Committee is to facilitate the development of a landscaping plan that is based on the input and direction of citizens and local businesses. But it must also consider the implications and expectations of the North End Neighborhood Association, Washington Street Neighborhood Association, and City staff. In conjunction with a series of public workshops, the committee discusses: 1. The previous and upcoming workshops; 2. Landscape design issues as they impact/relate to individual committee members and the neighborhood or department they represent; and 3. Advise the design consultant team. As mentioned, two public workshops were held. At the first workshop, citizens were asked to identify their hopes and fears. In addition, they were asked to provide input on the various potential landscape features, bridges, and secondary uses (paths, park benches, playground equipment, etc.). At the second workshop, the design team presented conceptual drawings that begin to address their hopes and fears as well as the citizen's landscape preferences. Prior to a planned third workshop, City staff believes that it is important to share with the City Council a vision of the Bee Branch Creek Restoration project based on City staff interpretation of citizen input to date. There are several attachments which will be discussed in more detail at the City Council work session. They include: 1. Public Workshop #1 Summary provides a summary of the top hopes and fears as well as the landscape features that were liked and those not liked; 2. Public Workshop #2 Summary provides three creek alternative concepts and a bridge concept based on citizen input from the first workshop; 3. A summary of the workshops with dates and topics discussed; 4. A closer look at the three creek concepts that were presented at the second workshop; 5. A detailed look at the bridge/culvert structure that could be utilized under Rhomberg Avenue; and 6. A concept drawing of the entire length of the Bee Branch Project that is based on input from the first two public input workshops. It depicts areas of use, low-flow channel alignment, pedestrian access, amenity options, and cross-corridor connections. This concept drawing, or some permutation is what will be presented at the third public workshop to attain public input prior to moving into the final design stage of the landscape design. RECOMMENDATION I recommend a City Council work session to discuss the current vision of the Bee Branch Creek Restoration project that is based on citizen input so that the City Council has the opportunity to discuss and provide direction as to how the input of the citizenry matches their vision. ACTION TO TAKEN I respectfully request a City Council work session to discuss the landscape design for the Bee Branch Creek Restoration Project.
