City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the 2017 Asphalt Overlay Access Ramp Project Two, as completed by Dan
Arensdorf Construction, in the final contract amount of $79,049.62, which is 2% under
the contract amount of $80,527.02.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
2017 Asphalt Overlay Access Ramp Project Two.
BACKGROUND
The project replaced thirty-seven non-compliant access ramps with compliant,
directional ramps as per Public Right of Way Accessibilities Guidelines (PROWAG)
specifications in conjunction with the Public Works Asphalt Overlay Program and
involved the intersections of:
• Rhomberg Avenue & Marshall Street, all four corners
• Marshall School Crosswalk two ramps
• Rhomberg Avenue & Dock Street, NE, NW and SE corners
• Rhomberg Avenue & Ann Street, all four corners
• Rhomberg Avenue & Fengler Street, two single ramps and two double ramps.
• Rhomberg Avenue & Farley Street, all four corners
• Rhomberg Avenue & Schiller Street, all four corners
• Rhomberg Avenue & Humblot Street, two single ramps and two double ramps
• Rhomberg Avenue & Stafford Street, all four corners.
DISCUSSION
The 2017 Asphalt Overlay Access Ramp Project Two was completed by Dan Arensdorf
Construction of Dubuque, Iowa in the final contract amount of $79,049.62, 2% under the
contract amount of $80,527.02. The average cost per ramp was $2,136.48.

REQUESTED ACTION
The City Council is requested to adopt the attached resolutions accepting the
improvements and establish the final contract amount of $79,049.62 for the 2017
Asphalt Overlay Access Ramp Project Two.

RESOLUTION NO. 329-17
ACCEPTING THE 2017 ASPHALT OVERLAY ACCESS RAMPS PROJECT TWO
AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the 2017 Asphalt Overlay Access
Ramps Project Two (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Curb Ramp Program appropriations and the sidewalk program appropriations for the
contract amount of $79,049.62, Tess any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with
the provisions of Iowa Code chapter 573.
