Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Saint Ambrose Street: Residential Parking Permit District Amendment, Auburn Street: Residential Parking Permit District Amendment DATE: September 19, 2017 INTRODUCTION The purpose of this memorandum is to provide information related to the public hearing for petitions submitted by residents on Saint Ambrose Street (District C) and Auburn Street (District E) in August 2017. Residents along Saint Ambrose Street have petitioned to increase existing District C to include both sides of Saint Ambrose Street between Clarke Drive and Sunnyview Drive. Residents along Auburn Street have petitioned to increase existing District E to include both sides of Auburn Street between N. Grandview Avenue and Dexter Street. BACKGROUND In 1985, the City adopted an ordinance providing for the establishment of Residential Parking Permit Districts (RPPD). The purpose of such districts is to reduce traffic congestion resulting from the use of parking within residential districts by persons not residing within the district, to protect the residents of these districts from an unreasonable burden in gaining access to their residences, to preserve the character of such districts as residential districts, and other various purposes. A Residential Parking Permit District designation can be made only after a petition of residents representing 60 percent (60%) of the dwelling units in a proposed area is received, a parking study is conducted by the City Engineer, and a public hearing is held by the City Council. A recent revision of the RPPD ordinance by City Council has resulted in a decrease of the size of the area to be amended and lowering the number of vehicles parked curbside during peak periods. To be eligible for an amendment to existing RPPD's, the proposed addition must include at least two (2) block faces, must have at least 70% of the curbside parking utilized during peak periods, and must have at least 25% of such utilization by non-residents of the area. Areas being added to an existing district assume the same day/time restrictions as previously established in the existing district. Upon designation as an RPPD, no one can park curbside in the district during the restricted hours without a residential or guest parking permit. DISCUSSION The petition for an area amendment (adding Saint Ambrose Street between Clarke Drive and Sunnyview Drive) was submitted on August 8, 2017 represents more than 60% of the dwelling units along this street (7 of 9 dwelling units signed petition). The petition requests the addition of Saint Ambrose Street, between Clarke Drive and Sunnyview Drive, be added to existing District C and that current parking day/time restrictions be assumed by these residents. The current parking restrictions for District C state that no vehicles shall park curbside during the hours of 7:30 A.M. to 10:00 P.M. daily, except Sundays and holidays, without displaying a valid parking permit. Engineering's parking study of Saint Ambrose Street between Clarke Drive and Sunnyview Drive resulted in more than 70% of the curbside parking spaces being utilized (19 of 24 spaces occupied) and at least 25% of such curbside parking spaces were utilized by non-resident parkers (16 of 19 vehicles present). Therefore, the petition, meets the requirements of the RPPD amendment ordinance. The petition for an area amendment (adding Auburn Street between N. Grandview Avenue and Dexter Street) was submitted on August 23, 2017 represented more than 60% of the dwelling units along this street (7 of 9 dwelling units signed petition). The petition requests the addition of Auburn Street, between N. Grandview Avenue and Dexter Street, be added to existing District E and that current parking day/time restrictions be assumed by these residents. The current parking restrictions for District E state that no vehicles shall park curbside during the hours of 7:00 A.M. to 2:30 P.M. daily, except Saturdays, Sundays and holidays, without displaying a valid parking permit. Engineering's parking study of Auburn Street between N. Grandview Avenue and Dexter Street resulted in more than 70% of the curbside parking spaces were utilized (24 of 24 spaces occupied) and at least 25% of such curbside parking spaces were utilized by non-resident parkers (20 of 24 vehicles present). The petition, therefore, meets the requirements of the RPPD amendment ordinance. RECOMMENDATION Since the petition and parking study for both Saint Ambrose Street and Auburn Street meet the criteria necessary for an area addition to existing Residential Parking Permit Districts, I recommend the following amendments: • Addition: Saint Ambrose Street, both sides, from Clarke Drive to Sunnyview Drive to existing District C with current day/time parking restrictions being assumed for this addition; • Addition: Auburn Street, both sides, from N. Grandview Avenue to Dexter Street to existing District E with current day/time parking restrictions being assumed for this addition. 2 ACTION TO BE TAKEN The City Council is requested to approve the ordinance change to District C, which add Saint Ambrose Street, both sides, from Clarke Drive to Sunnyview Drive, and District E, which add Auburn Street, both sides, from N.
