City Engineer Gus Psihoyos is recommending acceptance of the public improvement
construction contract for the Jackson Park Street Lighting Project, as completed by
Hawkeye Electric, in the final contract amount of $74,086.85, which is a 6.1% decrease
from the original contract amount of $78,874.10 due to the City of Dubuque supplying
the conduit and the amount of subbase that was used.
The project involved the installation of conduit, 15 light foundations and a new lighting
controller foundation installed in the North-West corner of the park. During this project,
the City of Dubuque installed previously purchased light poles and fixtures at a cost of
$45,082.50 and installed a lighting control cabinet at a cost of $10,361. City Staff has
installed wiring and cameras throughout Jackson Park.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement
construction contract for the Jackson Park Street Lighting Project.
BACKGROUND
The project involved the installation of conduit, 15 light foundations and a new lighting
controller foundation installed in the North-West corner of the park. During this project, the
City of Dubuque installed previously purchased light poles and fixtures at a cost of
$45,082.50 and install a lighting control cabinet at a cost of $10,361. City Staff has
installed wiring and cameras throughout Jackson Park.
In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section
26.14, the City solicited informal bids for the Jackson Park Street Lighting Project. The
City received three (3) bids on May 16th, 2017 from the following contractors:

Hawkeye Electric of Hiawatha, Iowa, submitted the low bid in the amount of $78,874.10.
DISCUSSION
The Jackson Park Street Lighting Project was completed by Hawkeye Electric, of
Hiawatha, Iowa, in the final contract amount of $74,086.85 which is an 6.1% decrease
from the original contract amount of $78,874.10. The decrease was due to the City of
Dubuque supplying the conduit and the amount of subbase that was used.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $74,086.85 to Hawkeye Electric, for the Jackson Park Street
Lighting Project.

Additional funding from the DT Security Cameras CIP was used for designing and
inspecting the project. Addition funding was used to purchase cameras and wiring for
Jackson Park that where installed by City staff.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $74,086.85 to
Hawkeye Electric, for the Jackson Park Street Lighting Project.

RESOLUTION NO. 344-17
ACCEPTING THE JACKSON PARK STREET LIGHTING PROJECT AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Jackson Park Street Lighting
Project (the Project) has been completed and the City Engineer has examined the work
and filed a certificate stating that the Project has been completed according to the terms
of the Public Improvement Contract and that the City Engineer recommends that the
Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Downtown Security Cameras appropriations for the contract amount of $74,086.85
Tess any retained percentage provided for therein as provided in Iowa Code chapter
573, and to pay such retainage only in accordance with the provisions of Iowa Code
chapter 573.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Jackson Park Street Lighting Project, that the Project has been
performed in compliance with the terms of the Public Improvement Contract, and that
the total cost of the completed wor is $74,086.85.
