City Engineer Gus Psihoyos is recommending acceptance of the public improvement
construction contract for the Hwy 20 Conduit — Wacker Drive to Hill Street Project, as
completed by Volkens Inc., in the final contract amount of $53,250 and authorize
payment of the contract amount to Volkens Inc.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement
construction contract for the Hwy 20 Conduit — Wacker to Hill Street Project.
BACKGROUND
The project involved the repairing the conduit system between Wacker and Devon along
Hwy 20. The fiber conduit went through several small handholes in-between the
intersections and at the intersections the fiber and electrical ran through the same
handholes. This project removed 10 smaller handholes which in the past have been hit
by snow plows and have damaged the fiber with in the vault. At the intersection, the
contractor rerouted the fiber from electrical handholes and in some instances, install new
4' by 4' vaults. New fiber cable was installed into this repaired duct from Wacker Drive to
Grandview Avenue with the intent to install new fiber to Hill Street in the near future.
In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section
26.14, the City solicited informal bids for the Hwy 20 Conduit — Wacker to Hill Street
Project. The City received three (3) bids on May 30th, 2017 from the following
contractors:

Volkens Inc. of Dyersville, Iowa, submitted the low bid in the amount of $53,250.00.
DISCUSSION
The Hwy 20 Conduit — Wacker to Hill Street Project was completed by Volkens Inc., of
Dyersville, Iowa, in the final contract amount of $53,250.00.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $53,250.00 to Volkens Inc., for the Hwy 20 Conduit — Wacker
to Hill Street Project.

improvements and to authorize the payment of the contract amount of $53,250.00 to
Volkens Inc., for the Hwy 20 Conduit — Wacker to Hill Street Project.

ACCEPTING THE HIGHWAY 20 CONDUIT — WACKER DRIVE TO HILL STREET
PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO
THE CONTRACTOR
Whereas, the Public Improvement Contract for the Highway 20 Conduit — Wacker
to Hill Street Project (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Traffic Signal Interconnect Conduit Replacement appropriations for the contract
amount of $53,250.00 less any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.
