issue a license to the applicant upon the pay-
ment of five dollars ($5.00). Such license shall
be in effect for the remainder of the calendar
year. A license for every calendar year thereaf-
ter shall be issued upon the payment of five
dollars ($6.00) unless the license for the preced-
ing year is in suspension or has been revoked.
(b) The license shall be worn upon the cloth-
ing of the driver. (1976 Code, § 38-43)
Sec. 46.44. Failure To Comply With City,
State And Federal Laws:
Every driver licensed under th/s Article shall
comply with all City, State and Federal laws.
Failure to do so will justify the City Manager
suspending or revoking a license. (1976 Code,
§ 38-44)
Sec. 46-45. Suspension And Revocation Of
License:
The City Manager is hereby given the author-
ity to suspend any driver's license issued under
this Article for a driver failing or refusing to
comply with the provisions of this Article, such
suspension to last for a period of not more than
thirty (30) days. The City Manager is also given
authority to revoke any driver's license for
failure to comply with the prov/sions of this
Article. Pr/or to the suspension or revocation,
the driver shall be given written notice of the
proposed action to be taken and shall have an
opportunity to be heard by the City Council,
which shall afl'n~n or reverse the suspension or

Sec. 46.66. Established:
The City does hereby create and establish a
Transit Authority in and for the City, effective
July 1, 1975. (1976 Cede, § 38-66)
Sec. 46-67. Qualifications Of Trustees:
The trustees of the Transit Authority shall
qualify by taking their respective oaths of of-
rice. (1976 Code, 938-67; Ord. 94-95, § 1,
12-18-1995)
Sec. 46.68.
Org~n;eation, Election Of Offi-
cers; Adoption Of Rules;
Terms:
(a) The Board of Trustees of the Transit Au-
thority shall orgsni=e for its transaction of
business, elect from its own number a chairper-
son and a secretary who shall serve for such
terms as the Board shall determine, not exceed-
lng thalr terms of office ns members of the
Board, and abide by all rules and regulations
that govern the proceedings of the Board.
(b) The Board of Trustees of the Transit Au-
thority shall comprise rive (5) trustees appoint-
ed by the City Council. Three (3) of the initial
appointments shall be for terms expiring July
30, 1984; one of the initial appointments shall
be for a term exp/ring July 30, 1983; and one of
the initial appointments shall be for 'a term
expiring July 30, 1982. Thereafter, all appoint-
ments shall be for a term of three (3) yeare or
until a successor has been appointed and quail-
fled. (1976 Cede, § 38-68)

for the transaction of business. All action of the
Board shall be by resolution and the affirmative
vote of at least three (3) members shall be nec-
essary for the adoption of any resolutiom (1976
Code, § 38-69)
Sec. 46-70. Records Of The Board Of
Trustees:
All resolutions, documents and records of the
Board of Trustees shall be governed by the Iowa
Examination of Public Records Act. (1976 Code,
§ 38-70)
Sec. 46-71. Powers, Duties Of Board:
The Board of Trustees of the Transit Authori-
ty shall have:
(1)
The power to execute agreements and act
as the applicant and recipient of Federal
and State grants relating to the transit
system operation and the purchase of
new equipment.
(2)
The power from time to time to fix and
establish routes and schedules and
change the same whenever it is deemed
advisable and to fix, maintain and regu-
late rates, fares or charges for the trans-
portation of passengers and any inciden-
tal services and the rates or charges to
be made for advertising in buses or any
other facility under the control of the

Sec. 46-72. Deposit Of Funds:
All funds derived from taxation, Federal and
State grants, fares, er funds collected otherwise
for transit system purposes shall be deposited
with the Treasurer of the City to the credit of
the transit system. (1976 Code, § 38-72; Ord.
94-95, § 3, 12-18-1995)
Sec. 46-73. Contracts And Agreements:
Contracts, grant applications and agreements
entered into wherein the City Transit Authority
is a party shall be subject to review and approv-
al by the City Council. (1976 Code, § 38-73)
Sec. 46-74. Meetings:
(a) The Transit Authority shall meet not less
than bimonthly on a regularly scheduled day.
(b) Members of the Board of Trustees of the
Transit Authority shall attend at least two-
thirds (2/3) of all regularly scheduled meetings
within any twelve (12) month period. If any
member does not attend such prescribed num-
bar of meetings, it shall constitute grounds for
the Board to recommend to the City Council
that said member be replaced. Attendance of all
members shall be entered on the minutes.
(c) All meetings shall be held in conformance
with the provisions of the Iowa Open Meetings
Law.
(d) The Board of Trustees of the Transit Au-
thority shall file with the City Council a copy of
the minutes of each regular and special meeting
of the Board within ten (10) working days after
each such meeting. (1976 Code, § 38-74)
Sec. 46-75. Procedures For Operations:
All administrative, personnel, accounting,
budgetary and procurement policies of the City
shall govern the Transit Board of Trustees in
all of its operations. (1976 Code, § 38-75)

WHAT CONTRIBUTIONS CAN YOU MAKE OR STATE REASON FOR APPLYING: I have a strong concern regarding the regulation of Cable TV and cable access in Dubuque.
TV reception in Dubuqe is terrible and residents, including myself are forced to pay absorbent prices for access to programming they already should have access to. There is no need for this type of price gouging. The
regulation of TV cable in Dubuque needs to change.

Sec. 44-218. b[embership; Terms; Officers:
(a) The Comr~isslon shall consist of seven (7)
members appointed by the City Council. In its
appointments, the Council shall endeavor to
achieve a broad representation of the
subcor~r~unities and public interests which can
take advantage of dedicated channels to benefit
the residents of Dubuque. The Council shall
appoint only residents of the City and shall give
preference to applicants who are actively inter-
ested in promoting comm~-~,y cable program-
ming who .possess, or are willing to acquire,
video production background, and who will
relate to the spectrum of informational and
cultural needs of cable viewers of Dubuque.
The Cable Franchise Administrator and any-
one who is an owner, shareholder, employee 'or
agent of the franchise holder shall be ineligible
to serve as a member of the Com~-ission. The
membership may include a maximum of two
government officers and employees.

shall not be deemed to have a conflict of inter-
est in the use of the equipment and facilities
provided for that purpose solely because of their
membership on the Commission.

Sec. 44-219. Meetings; P~ocedures:
(a) The members ~hall meet as needed to
condu~t the business of the Commission, ~but
not less frequently than once each calendar
quarter. A quorum of five (5) members shall be
required for members to conduct the business of
the Co~-~-;ssian. All meetings and proceedings
of the Ce~-~-ission shall conform with applica-
ble open meeting requiremen.ts.
(b) The Co~-~{ssion shall file with the City
Council a copy of the minutes of each regular
and special meeting within ten (10) days after
such meeting.
(c) All administrative, personnel, accounting,
budgetary, and procuremen~ policies of the City
shall govern the Commission in all of its opera-
~ions. (1976 Code, § 36-174)
