The Heritage Trail Extension Project will extend from 22nd Street to the Mines of Spain
State Recreation Area, with related routes connecting to the riveffront, Schmitt Island,
Eagle Point Park and the Port of Dubuque.
The bidding will be handled by the Iowa Department of Transportation (IDOT) and will
be scheduled for their July 16, 2002 bid letting.
Public Works Director Mike Koch recommends that the City Council give final approval
to the plans and specifications for the Heritage Trail Extension Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

A public hearing was set by the City Council for July 15, 2002, to approve the
plans and specifications for the Heritage Trail Extension Project.
The Heritage Trail Extension Project will extend from 22nd Street to the Mines of

June 17 City Council Agenda - Item #3 under Set for Public Hearing
Planning Services Manager Laura Carstens has provided an updated report on the
status of the $200,000 State of Iowa REAP grant for the Powerline Trail segment of the
Heritage Trail Extension Project.
While it appears that the funding may be in jeopardy, I would respectfully request that
the process continue, waiting until bid award time to make a final decision on the fate of
the project.

SUBJECT: Heritage Trail Extension Project- Status of Powerline Trail grant
I received a telephone call from the IDNR staff that the $200,000 REAP grant awarded to
the City last fall for the Powerline Trail segment of the Heritage Trail Extension Project
potentially may be cut or reduced in an effort by IDNR to balance their FY02 budget. The
City has a signed grant agreement with IDNR for the REAP grant, which does not require
a local match.
The Heritage Trail Extension Project is a combination of on-street routes and off-road
segments from 22nd Street to the Mines of Spain, and to various points along the riverfront.
It is funded primarily with a federal ISTEA grant awarded through the IDOT. It is part of the
Vision Iowa application.
The Powerline Trail, an off-road trail through Alliant Energy's powerline easement, will
connect planned on-street routes on Grandview Avenue and Julien Dubuque Drive. The
REAP grant enables the City to fund the higher costs of building the Powerline Trail to
IDOT's requirements as an accessible trail through rugged terrain. The City has
undertaken an archeological survey and a wetlands survey of the powerline easement. The
City also has held a public meeting with neighbors and acquired an easement agreement
with Alliant Energy for the use of the powerline easement for the trail.
The Heritage Trail Extension Project is scheduled for a July 16 bid-letting through the
IDOT. It also is on the City Council agenda for June 17 to adopt plans and specs and set
the public hearing for July 15.
I explained to the IDNR staff the importance of the Powerline Trail as a component of the
Vision Iowa project, as an accessible off-road link between two on-street routes, and the
extensive work the City has taken to reach the point of the July bid-letting.

Since Dubuque's REAP grant ranked 5th out of the five large cities funded, and IDNR
needs about $200,000 from the FY02 REAP Large Cities grant round to balance the
budget, the IDNR staff are inclined at this time to rescind the $200,000 grant that the City
was awarded.
The IDNR staff explained that all cities awarded REAP grants are being contacted about
the pending budget cuts for FY02, and about the status of their individual projects. Based
on the progress made on these other projects, the IDNR staff may consider the alternative
of reducing all FY02 REAP Large Cities grants by a percentage.
No formal action will occur at IDNR until after the Governor signs the budget approved by
the Legislature.
I have discussed the REAP grant situation with Administrative Services Manager Pauline
Joyce and Civil Engineer Mike Felderman, who has the lead for the City on this project. I
am trying to reach our IDOT project engineer to discuss this as well. The consensus of City
staff at this time is to proceed with the Heritage Trail Extension Project, and allow the bid-
letting to occur as scheduled with the IDOT on July 16.
Until we know for sure what the IDNR will do with the REAP grant, we would like to keep
the project on track. We then can work with IDOT to adjust the project scope accordingly.

INTRODUCTION
The enclosed resolutions authorize the adoption of the plans and specifications and the
establishment of a public hearing for the Heritage Trail Extension Project.
DISCUSSION
This Heritage Trail Extension Project will extend from 22nd Street to the Mines of Spain
State Recreation Area, with related routes connecting to the riverfront, Schmitt Island,
Eagle Point Park, and the Port of Dubuque.
Upon completion of this project, trail users will be able to access the following off-road
trails:
1. Volunteer Drive at Lincoln Avenue to the Harbor Street.
2.- Powerline Trail from Grandview Avenue to Julien Dubuque Drive.
3. 16th Street from the Audubon Wildlife Outlook at the 16th Street Detention Basin
to Greyhound Park Road.
The trail project will also include the following paved shoulder:
1. Harbor Street from Dubuque Jaycee Trail to Volunteer Drive.
2. Julien Dubuque Drive from Powerline Trail to the Rip Row Valley Recreation
area.
Appropriate signage along City streets will denote the remaining portions of the trail. A
map showing the various streets included in this project is included. The portions of the
City's bike path system included in this project are shown in dark blue.
The bidding wii be handled by the Iowa Department of Transportation (IDOT) and will
be scheduled in their July 16, 2002 bid-letting.
The schedule for the public hearing and the plans and specifications is as follows:

RECOMMENDATION
I recommend the City Council authorize the adoption of the plans and specifications and
establish the date of the public hearing for the Heritage Trail Extension Project.
BUDGET IMPACT
The estimate for the project is as follows:
Construction Contract $452,740.50
Contingency 116,322.00
Engineering 64,499.00
Total Project Estimate $633,561.50
The project will be funded as follows:
ISTEA Grant $303.493.05
REAP Grant 200.000.00
City Match 130068.45
Project Funding $633,561.50
The City has received an Intermodel Surface Transportation Efficiency Act (ISTEA)
Transportation Enhancement Grant from the Iowa Department of Transportation (IDOT)
for this project in the amount of $303,494. This grant requires a City match of
$130,069, which has been budgeted as part of the America's River Project. Mr. And
Mrs. Charles Stoltz made a $100,000 donation to the America River's project for.the
naming opportunity for the pnncipal part of the trail extension.
In addition, the city has received a Resource Enhancement and Protection (REAP)
Grant from the Iowa Department of Natural Resources in the amount of $200,000 to
fund the construction of the Powerline portion of the Heritage Trail Extension Project.
The REAP Grant does not require a City match.
ACTION TO BE TAKEN
The City Council is requested to adopt the resolutions relating to the approval of
the plans and specifications and the establishment of a date for the public hearing.
