Bell St - Fifth St ConstructionMEMORANDUM July 9, 2002 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Bell Street Construction At the July 1, 2002 Council meeting, the City Council approved Alternative No. 1 for the Bell Street Construction Project, which deleted a portion of Fifth Street from Bell Street to the easterly end. The purpose of the change was to avoid the relocation of an Alliant Energy power pole. A public heading was set by the City Council for July 15, 2002, to consider approval of the modified plans and specifications for Bell Street. Public Works Director Mike Koch recommends approval of the Amended Plans and Specifications, and Ordering Bids based on the revised IDOT bid-letting schedule. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Koch, Public Works Director :;~'~//~,~ SUBJECT: Bell Street Construction INTRODUCTION At the July 1, 2002 Council meeting, the City Council approved Alternative No. 1 for the Bell Street Construction Project, which deleted a portion of Fifth Street from Bell Street to the easterly end. The purpose of the change was to avoid the relocation of an Alliant Energy power pole. A public hearing was set by the City Council for July 15, 2002, to consider approval of the modified plans and specifications for Bell Street. DISCUSSION The project consists of the construction of Bell Street from Fifth Street to its northerly terminus near Pine Street. The pavement will be 41-foot wide concrete, with curb and gutter. The project also includes the construction and installation of an ornamental railing located between the back of sidewalk and the existing parking lot; placement of trees every 40 feet; installation of irrigation systems and sidewalks; a recreational trail; historical lighting; and two (2) directional monuments at the corner of Third and Bell Street, and two (2) at the westerly end of Fifth Street. Bell Street from 3rd to Fifth Street and Fifth Street from White Street to Bell Street also includes the placement of trees, irrigation systems, sidewalks, and historical lighting behind the existing pavement. The schedule for the project is as follows: Public Hearing on Amended Plans & Specifications July 15, 2002 Advertisement for Bids August 21, 2002 Receipt of Bids (By IDOT) September 24, 2002 Award of Contract (FHWA Approval) October 7, 2002 RECOMMENDATION I recommend that the City Council approve the Resolutions Adopting the Amended Plans & Specifications and Ordering Bids based on the revised IDOT bid-letting schedule. ACTION TO BE TAKEN It is recommended that the City Council give final approval to the amended plans and specifications for the Bell Street Construction Project. BE IT FURTHER RESOLVED, that the amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved as a part of the plans and specifications heretofore adopted. That the City Clerk is hereby directed to advertise for bids for the construction of the improvements herein provided, to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall not be less than four days nor more than forty-five days prior to the receipt of said bids at 9:00 a.m. on the 24m day of September, 2002. Bids shall be opened and read by the Iowa Department of Transportation in Ames, Iowa, after 9:30 a.m. on the same date such as bids are scheduled to be received. Koch, Public Works Director Bell Street and Fifth Street Construction June 10, 2002 INTRODUCTION The enclosed resolutions authorize the adoption of the plans and specifications and the establishment of a public hearing for the Bell Street and Fifth Street Construction. DISCUSSION The project includes the construction of Bell Street from Fifth Street to the northerly end, and the construction of Fifth Street from Bell Street to the easterly end. The proiect will consist of the construction of a 41-foot street from back-of-curb to back-of-curb from Fifth Street to the northerly end (approximately 900 feet long) and a 37-foot roadway from back-of-curb to back-of-curb from Bell Street to 500 feet easterly to the floodwall. The pavement will be concrete with curb and gutter. The City also included the: construction and installation of ornamental railing that will be located between the back of sidewalk and the existing parking lot; placement of trees every 40 feet; installation of irrigation systems, sidewalks, and a recreational trail; historical lighting; and five (5) directional monuments at the corners of Fifth Street, Third Street and BelL. and the end of Bell Street. This project is funded 80% by Federal STP funds, with the City paying the remaining 20%. Engineering costs will not be reimbursed. The bidding will be handled by the Iowa Department of Transportation (IDOT) and will be included in their August 20, 2002 bid-letting. BUDGET IMPACT The estimate for the project is as follows: Construction Contract Contingency Engineering $1,761,732.45 176.173.25 290,885.85 Total Project Estimate $2,228,591.55 The project will be funded as follows: Local Option Sales Tax STP Funds $ 678,266.99 1,550,324.56 Project Funding $2,228,591.55 ACTION TO BE TAKEN The City Council is requested to adopt the resolutions relating to the approval of the plans and specifications and the establishment of the date for the public hearing. Schneider, CMC, City Clerk NOTICE TO BIDDERS OF THE RECEIPT OF BIDS FOR THE CONSTRUCTION OF BELL STREET AND FIFTH STREET CONSTRUCTION Sealed bids will be received by Iowa Department of Transportation. at the Department of Contracts in Ames, Iowa and at C.T. Marriott in Des Moines, Iowa no later than 9:00 o'clock am on 20th of August. 2002 for the construction of Bell Street and Fifth Street Construction. Copies of the plans and specifications may be obtained in the Office of Contracts at Iowa Department of Transportation in Ames, Iowa until noon on the previous day of the letting. Payment to the contractor will be made from funds as may be legally used for such purposes. Failure to execute a contract and file an acceptable performance bond and Certificate of Insurance within 30 days of the date of the approval fro awarding the contract, as herein provided, will be iust and sufficient cause for the denial of the award and the forfeiture of the proposal guarantee. All proposals must be flied on the forms furnished by Iowa Department of Transportation,. Contracts office, sealed and plainly marked. Proposals containing any reservations not provided for in the forms furnished will be rejected, and the iowa Department of Transportation reserves the right to waive technicalities and to reject any or all bids. A Proposal guaranty shall be not less than the amount as set forth in the proposal form shall be filed with each proposal. The Proposal guaranty shall be in the form as specified by Iowa Department of Transportatio~ The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price. Said bond is to be issued by a responsible surety company approved and acceptable to the City Council and Iowa Department of Transportation, and shall guarantee the faithful performance of the contract and terms and conditions therein contained, and shall guarantee the prompt payment of all materials and labor and protect and save harmless the City of Dubuque, Iowa, and Iowa Department of Transportation from claims and damages of any kind caused by the operations of the Contractor. Said Bond shall also guarantee the material and the maintenance of the improvement(s) constructed for a minimum period of two (2) years from and after its completion and acceptance by the City Council. No bid submitted by any Contractor which contains a condition or qualification shall be recognized or accepted by the City Counci! and Iowa Department of Transportation and any letter or communication accompany ng the bid which contains a condition or qualification upon the bid which has the effect of qualifying or modifying any provision of the specifications in any manner will be construed as a non-qualifying bid and will be rejected by the City Council as not responsive. All proposals must be filed on the forms furnished by Iowa Department of Transportation, Contracts office, sealed and plainly marked.
