It was moved by Harjehausen, seconded by Schrobilgen, to approve the
minutes of the May 14, 2002, meeting. The motion passed unanimously.

Commissioners received a copy of a letter from Dr. Gary Strohmeyer
requesting that the policy of charging a nonresident fee for recreation
participation be re-evaluated. He feels the additional fee should be waived for
anyone owning property inside the city limits.
Leisure Services Manager Gil Spence reminded commissioners that when the
fee was first initiated, the department was experiencing an over demand on
adult athletic programs and this fee, plus the maximum number of nonresidents
that could be on a team, were used to give residents preference. We have
always used a person's residence to determine their status because it is much
easier to verify. If the nonresident fee is eliminated, fee increases would result:
$23 per team in softball $19.50 per team in basketball; $15.75 per team in
volleyball; $1.00 per person in swim lessons.
Commissioners Hoffmann, Daykin and Duggan were generally in favor of
waiving the fee, but not if the logistics cause a major hassle for staff, and only if
the person presented proof of property ownership at time of registration.
It was moved bv Hoffmann, seconded bv Daykin, to exclude people from
payin,q any nonresident fee if they own property inside the city limits of
Dubuque. Person must provide proof of property ownership at time of
reqistration or time of purchase. The motion failed 3-3, with Davkin, Hoffmann
and Du,q,qan votin,q yes; Flariehausen, Lyness and Schrobil,qen votin,q no.

Manager Spence told commissioners that we have received requests for
private parties at the new Comiskey Center. Staff is proposing that the Center
be made available during non-program times on Friday evening, Saturday mid-
afternoon and evening and Sunday all day, with a rental fee of $50.00, plus
$10.00 per hour to cover staff costs for a part-time employee to be present
during the rental. Mr. Spence attended the Northend Neighborhood Council's
June meeting to present staff's proposal. Some council members thought the
fee may be too Iow, but it will be a good place to start.

It was moved by Schrobil,qen, seconded by Du,q,qan, to rent the Comiskey
Center out for private parties for $50.00, plus $10.00 per hour, on Friday
evenin,q, Saturday mid-afternoon and evening and Sunday all day. The motion
passed unanimously.

REPORT:
Park Division Manager John Hail informed commissioners
· grass crew started working ten-hour days Monday · we are behind on
flower plantings · Jack Jenney festival went well at Eagle Point Park · we
had to re-seed the area around the Comiskey Center after the flooding; Miller-
Riverview Park did not go under. · having some trouble with rewiring at
Miller-Riverview Park because of water where some of the poles were to be
placed.

Recreation Division Manager Pat Prevenas introduced Janna Beau, new
Aquatic Program Supervisor and Lisa Demerath, an intern from the University
of Dubuque. Mr. Prevenas informed commissioners
· golf rounds down slightly from last May but temperatures were way below
normal for that time of year; pass sales are up from last year. · smoke eaters
are on site at Bunker Hill but waiting for an electrician to install. · new water
playgrounds have been very successful but some parents have been
concerned about older kids playing - we built the playground for the entire
family to use and enjoy. · disc golf course signage is on site but not installed
yet; course is being used quite heavily · summer programs began June 10th.
· Mr. Spence told commissioners the Comiskey Center was a $340,000
project. The large main room can be divided into two sections with a rest
room for each section and separate entrance door for each section.
· Commissioner Lyness asked about the baseball group that wanted to have
a team at Petrakis Field - Mr. Spence said the person from the concession
stand has a team ready to go if there is a league
· Highway 20 corridor looks beautiful.
It was moved by Schrobilgen, seconded by Daykin, that the meeting be
adjourned at 5:10 p.m. The motion passed unanimously.
