MINUTES OF
May 13. 2002
Judy Giesen called the meeting of the Dubuque Human Rights Commission to order at 4:15 p.m. on
Monday, May 13, 2002 in Conference Room 2 at the City Hall Annex.

Approval of Minutes:
Commissioner Jackson moved to approve the Apdl 8, 2002 meeting minutes: Commissioner O'Shea
seconded. All in favor.
Caseload Report:
Carol summarized the Apdl Caseload Report. There were 43 intakes, 0 cases in backlog, 9 cases
under active investigation, 2 cases in mediation/conciliation, 3 cases in administrative review, 0 cases
in ALJ review, 3 cases in the public headng process, 4 new cases filed, and 3 cases were closed.
The case synopsis involves employment discrimination on the basis of disability.
Chairperson's Report:
Commissioner Giesen reported on her involvement in two Hispanic celebrations.
Director's Report:.
Kelly reported on her involvement with past and future initiatives.
Kelly distributed a communication from an anonymous citizen voicing concem about the scheduling of
spdog break on the Dubuque Community School Districts school calendar. Commissioner Murray
moved to place this item on the June agenda and invite an appropriate school official to provide
information on the school calendar process. Commissioner Oswald seconded. All in favor.
Commissioner Ross volunteered to make contact with the school district.
Commissioner Oswald moved that the Director provide specifics on the process and what the City has
done to proactively recruit minodty police officers over the past five years. Commissioner Murray
seconded. All in favor. Kelly will provide information prior to the next meeting. There was a
consensus to discuss this further under new business at next month's meeting.

Commissioner O'Shea moved to postpone the two set June agenda items to the July meeting.
Commissioner Oswald seconded. All in favor. The June meeting is scheduled for Wednesday, June
19that 4:15 p.m.
Administrative Rules Chapte[ Numbering:
Commissioner Ross moved to amend the Administrative Rules by making the chapter numbers
consecutive. Marry seconded. All in favor.
Updates from Committee Chairs on Goal Activities
Commissioner Giesen reported that her group met with Marcia Sola to discuss details in scheduling
Spanish lessons for police officers.
Evelyn talked to Steve Horman from the Chamber of Commeme regarding the Leadership Dubuque
classes.
Commissioner Giesen distributed information and prodded updates on Faces & Voices.
New Business:
Commissioner Jackson reported on a Harmony and Diversity Conference she attended in Postville,
iowa.
The Commission approved Commissioner Giesen's sUggestion to forward a letter to Sacred Heart
regarding an award they received for accessibility.
The Commission approved Commissioner Oswald's participation in the Good Neighbor Show on
KDTH on June 5. Commissioners Jackson and O'Shea will also participate.
Commissioner Oswald reported on his involvement in a project with students at Nativity School to get
them involved in serving in the community.
Adjournment:
Commissioner O'Shea moved and Commissioner Murray seconded to adjourn the meeting. All in
favor. The meeting adjourned at 5:55 p.m.
