Blaine, Tom & Alice Bonson RdJuly 2, 2002 Mayor of Dubuque % City Clerk 50 W 13th St Dubuque, IA 52001 Honorable Mayor and City Council, It has come to my attention that Bonson Ave. is scheduled to be extended to J.F. Kennedy Ave. in the future. Prior to completing that extension, the present Bonson Ave. will be widened, storm drainage lines and a sidewalk will be put in. As a property owner whose property borders that section of Bouson Ave., I would urge the city to consider not doing the upgrading and extension of Bonson Ave. One of the things that attracted us to the present location is that the living areas of our house face out towards a wooded Bonson Ave. Because that area is unable to be developed, the trees along Bonson provided shade and privacy to our home. IfBonson Ave. is widened and storm sewers put in, those trees will be removed and we will lose part of what makes our property attractive and our property value will decrease. Also because Bonson Ave. borders our property, we very well may be assessed for the sidewalk, retaining wall, and storm sewers. The improvements to Bonson Ave. will result in higher property taxes, a possible loss in value to our property, and a certain loss of the aesthetics of our neighborhood. As property owners, we will gain nothing from the improvements to Bonson Ave. In fact the only property owner who may benefit from these improvement, may not have any change in his property tax assessment. I urge you to reconsider your plans for Bonson Ave. because of the negative effect that it will have on my property and may have on other property in the neighborhood. I would appreciate a response to my request. Thank you. Tom and Alice Blaine 3469 Sunset Park Circle Dubuque, IA 52002 563 584-0183 cc M. Milligan cc M. Koch
