ARTICLE II. ENVIRONM]~NTAL STEW-
ARDSHIP ADVISORY COi~EISSION
Sec. 18.5-21, Created; Composition:
There is hereby created an Environmental
Stewardship Adv]sery Commission, which shall
consist of seven (7) members, who shall all be
residents of the City, mud shall include a mem-
ber representing those who will inherit
environment (a person between the ages of 16
and 20 at time of appoin~anent), and six
members who shall include representation from
diverse segments of the City's population. Ii is
desirable to select some members who may have
helpful backgrounds with environmen-
talfoiological science, health care, busi-
ness/industry, and environmental/civic groups.

Sec. 18.5-22. Application And Appoint-
ment Process:
The appointment process to the Comraisslon
by the City Council shall include at least the
following:
An application form requesting basic
information on the education, trainiog,
experience, expectations and ether quali-
fications of the applicant;
(2)
Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3)
A formal interview by the City Council to
determine the applicant's qualificatious
and ability to effectively serve on the
Corrumission. (Ord. 84-93, § 1, 12-6-19.03)
Sec. 18.5-23.
Term; Term Limits; Filling
Of Vacancies; Compensa.
tion:
The term of office for a member of the Com-
mission, other than ti~e youth representative,
shall be three (3) years, or until a successor is
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) cf
the initial terms shall be for two (2) years; and
two (2) of the initial terms shall he fer three (3)
years. The youth representative shall be for a
term of one year, expiring on June 1 of the
following year; the initial term shall expire
June 1, 1994.
A Commission member may be removed at
anytime with or without cause by a vote of two-
Cuirds ('7~) of all members of the City Council.
A vacancy on the Comr~ssion caused by res-
ignetion or otherwise shall be filled by appoint-
merit by the City Council for the remainder of
the unexpired term.
Members of the Commission shall serve with-
out compensation except for actual expenses,
which shall be subject to approval hy the City
Council.
The term of office of a member appointed
after January 1, 1996, shall expire October 1.

Sec. 18.5-24. Duties:
The duties of the Commission shell be as
follows:
(1)
To develop, articulate and propose goals,
objectives and policies for the stew~rd-
ship cf the Citfs environment and it's
ecolo~cal systems for present and future
generations. An initial report to City
Council should be completed within a
year cud thenceforth periodically. It
shall also include sections on the current
condition of the City's natural environ-
ments and on the progress being made in

shall be subject to specific approval by the City
Councll and any project requiring a referendum
as provided in chapter 403A of the 1979 Code of
Iowa shall be submitted to the voters of the
City in accordance with such chapter.
(el The Housing Commission Shall monitor
the City's housing program and conduct hear-
ings on grievances which arise out of the opera-
tion of such program except in the area of hous-
lng code enforcement.
(c) Vacancy caused by death, resignation or
otherwise on the Commission shall be promptly
filled by the City Council for the Unexpired
term of office.
· (d) At least three (3) members of the Commis-
s~o~ shall be selected specifically on the basis of
experience in rea] estate development, banking,
finance, accounting, funds management or other
rela~ed areas of expertise. ~

Sec. 15-23. Memberships Vacancies; Quali-
fications:
(al The Housing Commission shall be com-
prised of a membership often (10) persons.
(b) Current commissioners whose terms ex-
pire August 17, 1993, shall continue to serve
until such thus, or until a successor is duly
appointed. Three (3) commissioners shall be
appointed for an initial term of two (2) years,
and three (3) COmmissioners shall be appoLuted
for an initial term of three (3) years. All subse-
quent appointments shall be for a term of three
(3) years, or until a successor is duly appointed.

(b) Members of the Commission shall attend
at least two-tkirds (~/s) of all regularly sched-

ommend to the City Council that said member

with the provisions of the Iowa Open Meetings

State And Federal Laws:
Every driver licensed under this Article shall
comply with all City, State and Federal laws.
Failure to do so will justify the City Msn.ger
suspending or revoking a license. (1976 Code,

Sec. 46-45. Suspension And Revocation Of
License:
The City Manager is hereby given the author-
ity to suspend any driver's license issued under
this Article for a driver failing or refusing to
comply with the provisions of this Article, such
suspension to last for a period of not more than
thirty (30) days. The City Manager is also given
authority to revoke any driver's license for
failure to comply with the provisions of this
Article. Prior to the suspension or revocation,
the driver shall be given written notice of the
proposed action to be taken and shall have an
opportunity to be heard by the City Council,
which shall affirm or reverse the suspension or

that govern the proceedings of the Board.
(b) The Board of Trustees of the Transit Au-
thority shall comprise five (5) trustees appoint-

30, 1964; one of the initial appointments sliall
be for a term expiring July 30, 1983; and one of
the initial appointments shall be for a term
