The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, indicating the house would be used for accommodating the Reserve Officer Training Corps (ROTC) program. Staff reviewed the request, noting that the draft ordinance would restrict the use of the property to an office or residence for people or organizations affiliated with the University of Dubuque. There were several public comments concerning the upkeep of University of Dubuque off- campus property and the availability of on-street parking. The Zoning Advisory Commission discussed the request, noting that there is a residential parking permit district in place along McCormick Street and that there are three (3) existing off-street parking spaces associated with the property at 441 McCormick Street. Recommendation By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple-majority vote is needed for the City Council to approve the request.
