Van Milligen, City Manager SUBJECT: Iowa 32 Hike -Bike Trail — Phase 5 DATE: October 31, 2017 Dubuque ut•AneMa p4 irxz, �111F 2007.2012 2013.2017 City Engineer Gus Psihoyos is recommending acceptance of the public improvement construction contract for the Iowa 32 Hike -Bike Trail — Phase 5 Project, as completed by Drew Cook & Sons Excavating Co., Inc., in the final contract amount of $333,729.19, which is a 22.04% increase from the original contract amount of $273,465.10. The increase in cost was due to additional pavement stabilization, stone, geo-grid placement and slope grading required. Sufficient funding is available from the 2014 and 2015 Iowa Department of Natural Resources (IDNR) Resource Enhancement and Protection (REAP) Grants the City received. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer RE: Iowa 32 Hike -Bike Trail - Phase 5 DATE: October 30, 2017 INTRODUCTION The enclosed resolution provides for the acceptance of the public improvement construction contract for the Iowa 32 Hike -Bike Trail — Phase 5 Project. Dubuque AN-A.eriga City 2007.2012 2013.2017 BACKGROUND The Iowa 32 Hike -Bike Trail from Holliday Drive to Chavenelle Road has been completed. In 2014 and 2015 the City of Dubuque received two Iowa Department of Natural Resources REAP (Resource Enhancement and Protection) grants totaling $400,000 to extend the trail from Holliday Drive to Chavenelle Road. The Iowa 32 Hike -Bike Trail — Phase 5 Project included the construction of a 4400 -foot - long 10 -foot -wide asphalt trail from Holliday Drive to Chavenelle Road. The project also included on street pavement markings and associated signage along Chavenelle Road to direct bicyclists to the trail access near Bergfeld Pond. Additionally, a sidewalk and associated retaining wall will be constructed to allow access to the east side of White Water bridge at Bergfeld pond. This will allow the bridge to be accessed from both ends. DISCUSSION The Iowa 32 Hike -Bike Trail — Phase 5 was completed by Drew Cook & Sons Excavating Co. Inc. of Dubuque, Iowa in the final contract amount of $333,729.19 which is a 22.04% increase from the original contract amount of $273,465.10. The increase in contract cost was due to additional pavement stabilization, stone, geo-grid placement and slope grading required. RECOMMENDATION I recommend that the City Council accept the improvements and authorize payment of the contract amount of $333,729.19 to Drew Cook and Sons Excavating Co. Inc. for the Iowa 32 Hike -Bike Trail — Phase 5. ACTION TO BE TAKEN The City Council is requested to establish the date of the public hearing, and authorize the City Clerk to advertise for bid proposals through the adoption of the enclosed resolutions for the Iowa 32 Hike -Bike Trail — Phase 5 Project. cc: Marie Ware, Leisure Services Manager Laura Carstens, City Planning Manager Jon Dienst, Civil Engineer RESOLUTION NO. 351-17 ACCEPTING THE IOWA 32 HIKE/BIKE TRAIL PHASE 5 PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR Whereas, the Public Improvement Contract for the Iowa 32 Hike/Bike Trail Phase 5 Project (the Project) has been completed and the City Engineer has examined the work and filed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Iowa 32 Hike/Bike Trail Phase 5 Project capital improvement appropriation for the contract amount of $333,729.19 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
