Sealed bids were received for six construction contracts associated with the Woodward
Museum - 2002 Renovations Project. Public Works Director Mike Koch recommends
award of the selected construction contracts associated with the project, which will be
funding through the TEA-21 Grant awarded by the Iowa Department of Transportation.
A list of the selected construction contracts to be awarded are summarized as follows:

INTRODUCTION
The enclosed resolutions provide for the award of the six (6) construction contracts
associated with the Woodward Museum - 2002 Renovations Project.
BACKGROUND
The Dubuque County Historical Society (DCHS) and the City, as the local sponsor,
secured a Transportation Equity Act for the 21st Century (TEA-21) Grant awarded by the
Iowa Department of Transportation (IOwa DOT).
Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the
project would be more efficiently managed and would have more local participation if the
project could be bid locally through the City of Dubuque. The Iowa DOT will allow local
bidding of a TEA-21 project if the project elements being bid are estimated to cost less
than $100,000 each. To achieve this, the Woodward Museum - 2002 Renovations
Project was separated into six (6) individual projects. The City entered into a
supplemental agreement with the Iowa DOT for local bidding of all six (6) individual
projects through the City's bidding process.
Bid Proposals for the Woodward Museum - 2002 Renovations project were originally
received on June 6, 2002. Due to the number of bids received, many of which were
considered non-responsive, the City of Dubuque rejected all bid proposals and directed
that the projects be re-bid.
DISCUSSION
As stated, the project has been separated into six (6) individual projects, and are
summarized as follows:
Contract No.1 - Masonry Tuckpointing
The masonry tuckpointing will include the removal of the existing painting signage,
tuckpointing of the existing brick and the replacement of damaged masonry units.
Contract No.2 - Roof & Gutters/Downspouts
The roof & gutters/downspouts will include the removal of existing roofing materials on
the one-story section, installation of new built-up rooting on the one-story section, repair
of the built-up roof on the two-story section and installation of new pre-finished metal
gutters and downspouts throughout.
Contract No.3 - Carpentry
The carpentry work shall include the removal of the metal panels on the one-story
windows, replacement of broken glass in the one-story windows, restoration of all
existing windows, installation of storm windows on the second floor windows and
construction of bulkheads/chases to conceal fire sprinkler piping in the two-story section.
Contract No.4 - HVAC
The HVAC work shall include the modifications to the existing equipment and controls to
assist in controlling the humidity levels throughout the structure.
Contract No.5 - Plumbing and Sprinkler
The plumbing and sprinkler work will include the installation of a fire sprinkler system
throughout the building and the removal of existing plumbing fixtures in one of the
existing restrooms.
Contract No.6 - Electrical
The electrical work shall include the installation of a new smoke and heat detection
system throughout the building including the attic space and the associated modifications
to the electrical circuitry.
BID RESULTS
Re-bid proposals were received on the Woodward Museum - 2002 Renovations Project
on July 25, 2002. Additional information and clarification was included in the re-bid
construction documents to insure that the bid proposals include the required submittals
and documentation for compliance with both State and Federal regulations.
Upon receipt of the bid proposals, City staff, the Dubuque County Historical Society and
their Architectural - Engineering design consultant, the Durrant Group, reviewed the
multiple construction bid proposals. All re-bid proposals received were in compliance with
the contract bid documents.
The recommendation of City staff, the DCHS and Durrant, is to award the six (6)
construction contracts. City staff has contacted the Iowa Department of Transportation
and have received verbal approval and authorization to proceed with awarding the
selected construction contracts.

RECOMMENDATION
I recommend the award of the selected construction contracts associated with the
Woodward Museum - 2002 Renovations Project which will be funded through the TEA-
21 Grant awarded by the Iowa Department of Transportation. A list of the selected

BUDGET IMPACT
The statement of probable cost for the Woodward Museum - 2002 Renovations Project
is $960,040 which includes a 10% contingency and design fees. The contracts being
awarded at this time total $303,049. The Dubuque County Historical Society has a TEA-
21 Grant awarded by the Iowa Department of Transportation in the amount of $629,121
for the Woodward Museum - 2002 Renovations Project. The projects will be funded with
30% Dubuque County Historical Society funds and 70% State/Federal funds up to the
maximum grant amount. The City is the sponsor of the grant but will not have any funds
contributed to the project.
The statement of probable cost for the selected construction contracts for the Woodward
Museum - 2002 Renovations Project is as follows:

The balance of the TEA-21 Grant in the amount of $284,172 will be used to fund future
renovation projects to the Woodward Museum.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions awarding the selected
construction contracts associated with the Woodward Museum - 2002 Renovations
Project, subject to the concurrence of the Iowa Department of Transportation.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 1st of May, 2002, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the
Woodward Museum - 2002 Renovations Project.
Whereas, notice of headng on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

Tuckpointing, pursuant to Resolution No. 254-02 and notice to bidders published
in a newspaper published in the City of Dubuque, Iowa on the 12th day of July,
2002.
Whereas, said sealed proposals were opened and read on the 25th day of
July, 2002, and it has been determined that the bid of Alan Jackson
Tuckpointing, Inc. of Bellevue, Iowa, in the amount of $59,499.00 was the lowest
bid for the furnishings of all labor and materials and performing the work as
provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Alan
Jackson Tuckpointing, Inc. and the Manager be and is hereby directed to

That the contract for the above improvement be awarded to Klauer
