SUBJECT: Heritage Trail Extension - 22nd Street to Mines of Spain
Sealed bids were received by the Iowa Department of Transportation (IDOT) for the
Heritage Trail Extension Project from 22nd Street to the Mines of Spain State Recreation
Area, with related routes connecting to the riverfront, Schmitt Island, Eagle Point Park
and the Port of Dubuque. It is a series of off-road trail segments connected by signed
routes on City streets.
Based on the consultant cost estimate for the entire project, the Design Committee
decided to add a designated trail along Volunteer Drive. Because Tschiggfrie's bid was
over the estimate, the Design Committee is now recommending that this portion of the
project not be done at this time, which will reduce the project by $87,356.25, based on
the Tschiggfrie bid.
Public Works Director Mike Koch recommends award of the contract to the only bidder,
Tschiggfrie Excavating, in the amount of $609,726.65, which is 24.2% over the
engineer's estimate. It is further recommended that City staff be directed to prepare a
change order for the removal of the route along Volunteer Drive.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the award of the Heritage Trail Extension Project.
DISCUSSION
The Heritage Trail Extension Project will extend from 22nd Street to the Mines of Spain
State Recreation Area, with related routes connecting to the riverfront, Schmitt Island,
Eagle Point Park, and the Port of Dubuque. It is a series of off-road trail segments
connected by signed routes on City streets.
Sealed bids were received on the project on July 16, 2002 by the Iowa Department of
Transportation (IDOT). Tschiggfrie Excavating of Dubuque, Iowa submitted the only
bid, in the amount of $609,726.65. This amount is 24.2% over the engineer's estimate.
The original concept for the project was to extend Heritage Trail along off-road
segments at 16th Street, Schmitt Island, Powerline Trail, and Julien Dubuque Drive.
The Design Committee also decided to add a designated trail along Volunteer Drive, at
an estimated cost of $38,126.50. The bid submitted by Tschiggfde for that portion of the
trail was $87,356.25. The Design Committee is recommending that this portion of the
project should not be done at this time. Since the project was a State contract, the City
is required to award the project as bid. A change order would have to be issued for the
removal of Volunteer Drive--a savings of $87,356.25, which is part of the City match.
The project has a completion date of 40 working days, with a start date no later than
August 26.
RECOMMENDATION
I recommend that the contract be awarded to Tschiggfrie Excavating in the amount of
$609,726.65. I further recommend that City staff be directed to prepare a change order
for the removal of the route along Volunteer Drive.
BUDGET IMPACT
The summary of the project costs is as follows:

The City has received an Intermodel Surface Transportation Efficiency Act (ISTEA)
Transportation Enhancement Grant from the Iowa Department of Transportation (IDOT)
for this project in the amount of $322,760.00. The budget for this project provided
$138,326 local match. The net impact on the budget is $3,980 less in local match funds
(from $138,326 to $134,346.40).
In addition, the City originally received a Resource Enhancement and Protection
(REAP) Grant from the Iowa Department of Natural Resources (IDNR) in the amount of
$200,000 to fund the construction of the portion of the Heritage Trail Extension Project.
The REAP Grant does not require a City match. The City has been notified that the
IDNR has reduced the REAP grant by 9% or $18,000; thus the REAP grant amount is
now $182,000.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution awarding the
construction contract to Tschiggfde Excavating.

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Heritage Trail Extension - 22nd Street to Mines of Spain Project pursuant to
Resolution No..319-02 and notice to bidders published in a newspaper published
in the City of Dubuque, Iowa on the 21st day of June, 2002.
Whereas, said sealed proposals were opened and read on the 16th day of
July, 2002, by the Iowa Department of Transportation (IDOT), and it has been
determined that the bid of Tschiggfde Excavating Company of Dubuque, Iowa, in
the amount of $609,726.65 was the lowest bid for the furnishings of all labor and
materials and performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Tschiggfrie
Excavating Company and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
