Van Milligen, City Manager SUBJECT: West Locust Storm Sewer Improvements Project Public Works Director Mike Koch recommends initiation of the bidding process for the West Locust Storm Sewer Improvements Project, and further recommends that a public hearing be set for September 3, 2002. The project will be funded by reprioritizing other storm sewer projects and rebudgeting them through next year's Capital Improvement Program Budget process. Van Milligen, City Manager FROM: Michael A, Koch, Public Works Director SUBJECT: West Locust Storm Sewer Improvements Project INTRODUCTION The enclosed resolutions authorize the public bidding procedures for the West Locust Storm Sewer Improvements Project. BACKGROUND Historically, the section along West Locust Street at 17th Street extending up Rosedale Avenue has experienced the ill effects of stormwater runoff. The reconstruction of Rosedale Avenue has been delayed for a number of years to allow for an adequate stormwater management solution to be implemented. DISCUSSION The Drainage Basin Master Plan produced by HDR Engineering (Omaha, Nebraska) addressed the capacity of the existing storm sewer system. They reaffirmed that storm sewer improvements were needed along West Locust from Kirkwood Street to Rosedale Avenue. The project calls for the installation of a 48-inch storm sewer along West Locust Street from Kirkwood Street to Rosedale Avenue. In addition, a 36-inch storm sewer will be stubbed up Rosedale Avenue to be extended in conjunction with the Rosedale Avenue Street Reconstruction Project budgeted for Fiscal Year 2005. The schedule for the project will be as follows: Advertisement for Bids Notice of Hearing on Plans & Specifications Receipt of Bids Public Hearing Award of Contract Completion Date August 9, 2002 August 16, 2002 August 21, 2002 September 3, 2002 September 3, 2002 November 22, 2002 RECOMMENDATION I recommend that the City Council establish the date for public headng, and authorize the City Clerk to advertise for bids for the West Locust Storm Sewer Improvements Project. BUDGET IMPACT The construction cost estimate for the West Locust Storm Sewer Improvements Project is as follows: Construction Contract Contingency Engineering $204,984.20 20,498.42 33,822.39 Total Project Cost $259,305,01 The project is to be funded from a Fiscal Year 2003 appropriation in the amount of $458,000. However, the funding source is yet to be determined, pending the implementation of a stormwater utility. The resurfacing of West Locust Street is scheduled to be let by the Iowa Department of Transportation (IDOT) this fall. The storm sewer must be constructed before the resurfacing project proceeds. After prioritizing funded storm sewer projects and subsequent re-allocation of funds, the funding for the West Locust Street Storm Sewer Project will be obtained by deleting the following projects from the existing CIP budget: Center Grove Storm Sewer, H&W Storm Sewer, Dredging of 16th Street Basin, University Avenue Storm Sewer, Cedar Cross Storm Sewer, and Kaufmann/JFK Storm Sewer projects (See Table 1). The balance of the funding to cover the estimated West Locust Storm Sewer Improvements Project will come from the General Storm Sewer Construction Fund. All of the above projects will need to be funded again in a future Five-Year CIP Program. ACTION REQUESTED The City Council is requested to establish the date for the public hearing and to authorize the City Clerk to advertise for proposals through adoption of the attached resolutions. The Drainage Basin Master Plan recommends increasing the existing 48- inch pipe with a 60-inch pipe to convey ~ the lO0-year storm. The cost is approximately $75,000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a public hearing will be held on the 3rd day of September, 2002, 2002, at 6:30 p.m. in the Public Library Auditorium at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and cost of said improvement, and the City Clerk be and is hereby directed to cause a notice of time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be not less than four days nor more than twenty days pdor to the day fixed for its consideration. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, contract, or estimated cost of the improvement. That the City Clerk is hereby directed to advertise for bids for the construction of the improvements herein provided, to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall not be less than four days nor more than forty-five days prior to the receipt of said bids at 2:00 p.m. on the 21st day of August, 2002.
