Chairperson Jim Holz called the meeting to order at 7:32 a.m. following staff a~ura~e,
of compliance with Iowa Open Meeting Law.

Review and Certification of Minutes of 10 May 2002 Meeting
John Walsh moved to approve the 10 May 2002 Housing Trust P'und Committee minutes.
Doris Hingtgen seconded. Roll Call. All present in favor. Motion passed.

Old Business
Mortgage Lending Policy
John Walsh presented a "Statement of Property Value and Closing Costs Certification" he
prepared regarding residential real estate transactions between buyers, sellers and lenders
when receiving financial assistance from the City of Dubuque. The statement includes a list
of predatory lending guidelines and ~partners in charity"/seller financing issues. David
suggested the statement be reviewed by our City Attorney and be brought back to the next
regular scheduled meeting.
Downtown Rental Survey Planning
Focus Groups - Art Roche
Art Roche of Mercy Health Center Planning Department, who has volunteered to facilitate
rental survey focus groups, discussed ways he would like to approach landlords, property
owners/managers and give them the opportunity to share their thoughts about the issues
concerning the high downtown rental vacancies. Upon discussion of questions and concerns
of the Committee, Art proposed to construct a list of approximately 6-8 questions and
incorporate the information into a format he will develop for the focus groups. He stated that
he should be ready to go by mid August.
John Walsh left the meeting at approximately 8:50 a. m.
Tenant Phone Survey - CBSR
Due to lack of quorum and the absence of Dr. Len Decker of Loras College, discussion of the
Tenant Phone Survey will be brought back to the next regular scheduled meeting.
New Business
River Town Rents - Planning for 2002 Survey
Due to lack of quorum, discussion of the River Town Rents 2002 Planning Survey will be
brought back to the next regular scheduled meeting.
