Qtrly ReporMemorandum Mayor Terry Duggan City Council members City Manager, Mike Van Milligen Donna Smith, Chair County Supervisors Jan Hess, Administrative Assistant Fr: John Tallent, Chair Sue Czeshinski, Director Re: Quarterly Report--April through June 2002 The second quarter was spent working on the organizational structure and marketing campaign with the partners in America's River, launching the second phase of the "Welcoming the World" campaign with the "Passport to Fun", selling and bidding large conventions for the Mississippi River Education and Conference Center, receiving a volume number of inqniries from Spring ad placements, and restructuring the Convention & Visitors Bureau (CVB) Advisory Board. The America's River Marketing committee has made significant progress in the planning for marketing the openings of the projects. An 18 month planning calendar was established by the Bureau, an RFP for marketing and communication firms was written and sent by the Bureau and interviews of top ranking firms took place. The goal of the committee is to have a firm under contract by mid-July. CVB staff continues to participate in the plauning of the Mississippi River National Education and Conference Center with the Port of Dubuque work group and to review site plans for existing businesses. The "Passport to Fun" campaign was launched in connection with National Tourism Week in May. Passports featuring 24 area attractions were distributed thxough Hy-Vee stores, Dubuque and Dyersville Chambers to area residents. Residents could have the Passports stamped at attractions when they toured them and needed at least 3 stampings to qualify to be in a drawing for 2 round trip airline tickets to Orlando and 2 admissions to Disney's Magic Kingdom. Over 6,000 residents picked up the Passports to participate in the campaign. The Passports also featured America's River and the impact of tourism on Dubuque County. Thanks to Radio Dubuque for donating over $15,000 radio promotion which made the campaign a success. Convention Marketing continues to be successful for the new facility. The CVB has been submitting bids for large conventions including: Watchable Wildlife, Iowa Credit Union League, Midwest Gang Investigators, NCAA National Wrestling Tournament, 4 State Dairy Conference, and Iowa Nurses Association. 300 MAIN STREET SUITE 200 P.O. TRAvELDUBUQUE.COM The Convention Marketing committee hosted a familiarization tour of the Dubuque area in April. Twenty-eight planners and spouses attended the tour and the trip resulted in dates for future business being booked at member facilities. The next tour is scheduled for August. Consumer advertising placements ran during the Spring months promoting the Dubuque area. A record number of requests for information were generated this spring. Over 15,000 mailings and 30,000 user sessions between March and May were the direct result of the cooperative campaign the Independent Traveler Marketing Committee scheduled for the year. Features in regional and national newspapers also contributed to the response for information as well. The Dubuque area was featured in the Chicago Tribune Magazine, a special section, and that was then picked up by the AP and features ran in the Orange County Register and the East Valley, Mesa/Phoenix Metro on "Great American Backyards." Dubuque had the lead picture and copy in all these papers. The Convention and Visitors Bureau made a recommendation to expand the Advisory Board to include a broader base of area facilities. The new structure will allow for more community member input and representation. The new structure includes an additional council member, a DRA representative, two at large members, two Chamber board members, 2 hotel representatives, attraction and restaurant representatives, and a Clarke College representative. The committee structure has also changed and will now include a marketing committee, group sales committee, festivals committee, America's River marketing committee, and a public relations committee. These changes are meant to improve communication between members of the tourism industry, funding sources, and to represent all our partners in destination marketing. Meet on the MississiEpi. Situated along the Mississippi River, Dubuque is distinctive because of its steep hills and river bluffs--geographic features that many people don't expect to find in Iowa. . Julien Dubuque Dubuque was settled in the 1780s by French Canadian fur trader and entrepreneur Julien Dubuque. He originally came to the region to engage in trade with the Mesquakie Indians, who occupied the land at that time, but his attention soon turned to the plentiful lead mines that were located on their property. In 1788, the Masquakie granted him control of the mines and he named this region the Mines of Spain. For the next 20 years, Dubuque worked as both a miner and trader. In 1810, he died after a brief illness and the Mesquakie buried him on a bluff overlooking the Mississippi River. The Mesquakie Indians Following Dubuque's death, the Mesquakie reclaimed the Mines of Spain for their own. In i822, the federal govern- ment licensed the first settler to mine lead in the Dubuque area. By 1829, over 4,000 mining permits had been issued to settlers seeking their fortunes in the Mississippi lead hills. In 1832, rivalries with the Fox and Saul< tribes exploded into the BIackhawk War. As part of the peace treaty, the Mesquakie ceded the area we now know as Dubuque to the federal government. In 1833, the area was officially opened for settlement as the city of Dubuque. Recent History Dubuque's city limits have grown from one square mile to the present eighteen square miles. Downtown Dubuque underwent significant urban renewal in the 1970s. With historic architecture and the Mississippi River, Dubuque is a major Midwest tourist attraction. In the i980s, the addition of greyhound racing and a riverboat casino created more tourist appeal. Today, Dubuque is a thriving town; more than 60,000 friendly people call it home. Dubuque County Courthouse Central Avenue and 7th Street, Dubuque, Iowa. Designed by architect Fridolin Herr and built in 189I, the Dubuque County Courthouse on Central Avenue at 7th Street is a fine example of Beaux Arts Classicism architecture. Composed of Indiana limestone, brick, and molded terra cotta, the well-preserved courthouse features a strikir~g gold-leaf- covered dome topped by a i4-foor statue of Justice. Dubuque County Old Jail 8th Street and Central Avenue, Dubuque, Iowa. Built in 1858, the structure is constructed of gray native limestone with cast iron columns, window, and door frames. Also known as the 4th Street Elevator and the world's shortest, steepest, scenic railway. Erected in 1882, the lift is 296 feet in length, and elevates passengers 189 feet from 4th Street to Fenelon Place, which offers a nmgnificent view of Iowa, Illinois, and Wisconsin. Jutien Dubuque Monument Off Grandview Avenue and Julien Dubuque Drive, Dubuque, Iowa, (563) 556-0620. Honoring the founder of the city, the monument is erected over his grave on a high bluff overlooking the Mississippi River. Listed on the National Register of Historical Places, it is man- aged by the Iowa Department of Natural Resources as part of the Mines of Spain Recreation Area. Shot Tower East 4th Street Extension, Dubuque, Iowa. Dubuque's Shot Tower stands on the riverftont as a unique memorial to the early munitions industry.
