Heiar, Economic Development Director SUBJECT: Competitive RISE Application for a New Street North of Chavenelle Drive to Support the Expansion of the Dubuque Industrial West on the Former North Siegert Farm INTRODUCTION This memorandum requests City Council approval of a Resolution endorsing a RISE grant application for a new street north from Chavenelle Drive to serve approximately 75 acres of industrial property located on the former North Siegert Farm. The new street is needed to accommodate the expansion of the Dubuque Industrial Center West. BACKGROUND The Iowa Department of Transportation (IDOT) administers the Revitalize Iowa's Sound Economy (RISE) program which provides funding in support of local and/or regional economic development efforts. The RISE Funding may be used to assist construction of new roadways to support new economic development initiatives. A local match of not less than fifty percent is required in the Competitive RISE program. The City has G.O. Bond proceeds to use as local match. In the Spring of 2006, the construction of Chavenelle Drive was completed. This project connected the east end of Chavenelle with the west end of Chavenelle Drive and opened up over 100 acres of industrial land in the Dubuque Industrial Center West. In the past three years, most of the land along Chavenelle Drive has been developed. Eleven new developments have been completed or are being constructed along this stretch of roadway, including Kendall Hunt, Art's Way Manufacturing, ITC, Vanguard, Medline, Dubuque Screw, Hormel foods, Giese Manufacturing (expansion), National Dentex, Theisen Supply and Spiegel Family Realty (see attached map). We continue to work with other potential businesses who are investigating the few remaining parcels of industrial property along Chavenelle Drive. The phenomenal pace of development has created a need to develop the next phase of the Dubuque Industrial West, which is the North Siegert Farm. Grading of this project began in the summer of 2008 and will be completed in 2009. We are now prepared to construct the needed infrastructure, including streets, water, sewer and fiber. Since only a portion of the grading was completed in 2008, the infrastructure will also be completed in two phases. The first phase of infrastructure improvements will provide for a street with a temporary cul-de-sac and will provide access to approximately 75 acres of industrial land. DISCUSSION The attached Resolution authorizes an application for RISE funding for a new 1,445 foot urban industrial street with a temporary cul-de-sac providing access to approximately 75 acres of the North Siegert Farm. This road will provide direct access to much needed industrial lots. Based on the projected traffic volume on Chavenelle Road, the engineers are proposing separate right and left turn lanes in the vicinity of Chavenelle Court. The Resolution contains provisions required by IDOT, including an endorsement of the project, a certification that the roadway is dedicated to public use and will remain so dedicated and the assurance that the City assumes responsibility for the ongoing maintenance of the roadway improvement. The total estimated cost of the street project is $592,803 which includes design and engineering and construction services. The application requests that the State fund 50% or $296,403 of the eligible costs with a RISE grant. The balance of street project cost ($296,401) will be funded by proceeds from a G.O. Bond sale. The City will also be responsible for the extension of water and sewer mains, street, lighting, fiber optic conduit, and landscaping along the new street. This additional City cost is estimated at $480,804, bringing the City's total projected investment at $777,205. A detailed cost estimate is attached. RECOMMENDATION I recommend that the City Council endorse the submission of an application for a RISE grant for this industrial street. This project will provide access to approximately 75 additional acres of industrial land in the Dubuque Industrial Center West. If the City is successful with this application, we will return to the City Council for approval of the grant agreement and finalization of local match funding. Whereas, the City of Dubuque believes that economic development opportunities require developable industrial land with adequate public infrastructure in order to retain and attract new job creating businesses and industries to this community; and Whereas, the City of Dubuque is developing over 100 acres of additional industrial land located in the Dubuque Industrial Center West (North Siegert); and Whereas, certain lots within the development must be accessed by a street extending north from Chavenelle Road; and Whereas, the Iowa Department of Transportation, through its Revitalize Iowa's Sound Economy (RISE) Competitive Project Funding, has monies available for the development of public roadways to support economic development opportunities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City of Dubuque hereby endorses the application to the Iowa Department of Transportation for RISE Competitive funding to provide roadway access to development lots in the Dubuque Industrial Center West (North Siegert). Section 2. That the City of Dubuque hereby certifies that the roadway improvements will be dedicated to public use and will remain so dedicated to public use and that G.O. Bond funds will be available to finance the City's portion of project costs. Section 3. That the City of Dubuque hereby assumes responsibility for and ongoing maintenance of these roadway improvements and ensures that the roadway will be adequately maintained in the future. Section 4.
