Installation of Parking Meters on Locust Street Between 2nd and 3rd
Streets
Public Works Director Mike Koch recommends elimination of the "No Parking" zone on
the east side of Locust Street between 2nd and 3rd Street, and further recommends that
parking meters be placed along this block in conformance with the existing parking
meter ordinance. With the removal of the gas station on the southeast corner of 3rd and
Locust Street, parking can be reinstated on the eat side of Locust Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Installation of Parking Meters on Locust Street Between 2nd and 3rd Streets
INTRODUCTION
The enclosed ordinance eliminates the "No Parking" zone on the east side of Locust Street
between 2nd and 3rd Streets and allows for the placement of additional parking meters in this
block.
DISCUSSION
This area currently is posted as a "No Parking" zone on both sides of Locust between 2nd and
3r~ Streets. With the removal of the gas station at the southeast corner of 3® and Locust
Street, parking can be reinstated on the east side of Locust Street.
Enclosed is an ordinance deleting this area as a "No Parking" zone while maintaining the "No
Parking" condition on the west side of Locust Street. This block of Locust Street is already
designated as within the Parking Meter District; and therefore, parking meters may be placed
on the east side of Locust Street between 2nd and 3rd Streets without an additional ordinance.
Time zones may be established at the discretion of the City Manager pursuant to the parking
ordinance.
RECOMMENDATION
I recommend that parking be reinstated on the east side of Locust Street between 2nd and 3rd
Streets through the adoption of the enclOsed ordinance. I further recommend that parking
meters be placed along this block in conformance with the existing parking meter ordinance.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance eliminating the "No Parking"
zone on the east side of Locust Street between 2nd and 3rd Streets.

ORDINANCE NO. 62-02
AN ORDINANCE AMENDING SECTION 32-262 (d) OF THE CITY OF
DUBUQUE CODE OF ORDINANCES, PROHIBITING PARKING ON
DESIGNATED STREETS OR PORTIONS THEREOF BY DELETING A
PORTION OF LOCUST STREET
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1.
That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by deleting from Subsection (d) of Section 32-
262 the following:
Locust Street, both sides, from West Second Street to West
Third Street.
Section 2.
That the Code of Ordinances of the City of Dubuque, Iowa is
amended by adding to Subsection (d) of Section 32-262 the
following:
Locust Street, west side, from West Second Street to West
Third Street.
