Chairperson Jim Holz called the meeting to order at 3:07 a.m. following staff assurance
of compliance with Iowa Open Meeting Law.

Discussion of Affordable Single Family Housing
David introduced Dick Crosby, from Crosby-Adelman Realty in Rockford, IL. He is a housing
developer who is building affordable single family housing in several smaller Illinois
communities. Mr. Crosby presented background of himself and how he began developing
~Entry Level" Residential homes. He outlined the steps involving Site Construction and
Home Construction along with floor plans of six different homes that were designed within
Iow-moderate limits. He also gave personal input on how the City could be involved to save
costs. John Walsh suggested we invite Mr. Crosby back to visit with the City Council and
other City Staff to get their opinion on whether or not this partnership could be formed in the
Dubuque area.
