MINUTES OF
July 8, 2002
Judy Giesen called the meeting of the Dubuque Human Rights Commission to order at 4:15 p.m. on
Monday, July 8, 2002, in Conference Room 2 at the City Hall Annex.

Approval of Minutes:
Commissioner Oswald moved to approve the June 19, 2002 meeting minutes. Commissioner Ryan
seconded. All in favor.
Caseload Report:
Bill summarized the June Caseload Report. There were 28 intakes, I cases in backlog, 10 cases
under active investigation, 5 cases in mediation/conciliation, 3 cases in administrative review, 0 cases
in ALJ review, 3 cases in the public headng process, 4 new cases filed, and 2 cases were dosed.
The case synopsis involves pregnancy discrimination in the area of employment.
Chairperson's Report:
Judy introduced Ken Beamon who wrote a recent editorial in the Telegraph Herald.
Director's Report:
Kelly reported on the following initiatives:
Kelly and Bill continue to work on intemal ADA compliance with the City
The City Council approved the proposed changes to the Human Relations Ordinance
Tom Berryman interviewed Kelly and several other people for a story on immigrants in Dubuque
The Depafi~l~ent placed an ad in the program for the America's River Soccer Classic
Kelly is working with the Iowa State Extension office to put together an informational folder for
attendees at the first-time homebuyers seminar in September
Kelly will travel to Des Moines on July 16a to attend an annual directors meeting
On July 21~t the Iowa Civil Rights Commission will be presenting a segment on housing and
employment rights following the 1:00 mass at St. Pat's.
On July 22~ the Iowa Civil Rights Commission will offer a presentation to the Tri-State Human
Resources Association on immigrants in the workplace.
On July 24a the Department will present a diversity program at the Boys & Girls Club,
A grand opening celebration for the Henry Stout Apartments will occur on July 25a
The Boards and Commissions picnic is set for 6:00 p.m. on July 29a at Eagle Point Park
On August 8t~ Kelly will give a presentation to the Tri-State Human Resources Association on
investigating harassment claims
Planning continues for the Undiscovered Resources Job Fair that is set for September 19
The Homebuyers Seminar is set for September 28, Faces & Voices is set for November 1- 16, and
the Dr. Martin Luther King Jr. holiday January 20m
Police Recruitment:
Commissioner Oswald would like to see police recruitment as a goal of the Commission.
Suggestions/strategies:

Contact churches in larger cities with large African-Amedcen participation;
Develop support structure and services so people are willing to come, i.e., radio station;
Reach out to people who already live here; and
Offer training to prepare for test taking
Updates from Committee Chairs on Goal Activities
Commissioner Giesen provided an update on One Book, One Dubuque
Commissioner Stevens has gathered her newspaper articles and is planning to present them as
PSA's to radio stations, and to places like Julien's Journal, etc.
New Business:
Kelly informed Commissioners that Ellie Johnston and Joe Featherston ara not available to facilitate
the goal setting session in August. Bill Blum wilt contact Matt Lorenz to see if he is available August 7
or 12, or AuguSt 28 and 29 as alternate dates.
Commissioner Oswald would like to show Commission support for the Dubuque Community School
District's proposed 1% tax increase. This item will be placed on next month's agenda for further
discussion.

Commissioner Stevens moved and Commissioner Oswald seconded to adjourn the meeting. All in
favor. The meeting adjourned at 6:00 p.m.
