To tho Dubuque City Council:
Please find the enclosed page from a Des Moines travel guide.
We were in Des Moines on business and picked up the travel brochure
promoting free parking downtown on weekends.
It happened that I returned to Dubuque and on Saturday observed a craft
fair across the street from my office. When I left the office that day, one
of our meter enforcement folks was writing a parking ticket for the vehicle
of a craft fair patron we had promoted to visit our downtown.
It may be prudent to review the Saturday revenues in light of the goodwill
lost, and free parking we could promote.
Positively,
