Sullivan Petition for Stop Signs Based on a request from Mark Sullivan, Public Works Director Mike Koch recommends designating Embassy West Drive as a through street which will allow for the installation of stop signs at all of the intersecting side streets. He further recommends installation of a stop sign on Embassy West Drive at the north intersection of Camelot Drive. He is not recommending the placement of a stop sign for eastbound traffic on Camelot Drive at its northerly T-intersection with Embassy West Drive. I concur with the recommendation and respectfully request Mayor and City Council approval. Sullivan Petition for Stop Signs INTRODUCTION The following is in response to a June 1, 2002 request from Mark J. Sullivan for the installation of yield or stop signs along Embassy West Drive at the intersections of Nonthrange Count, Embassy Court, Ambassador Count, Camelot Drive, and Colonel Drive. DISCUSSION The petitioner is requesting that either yield or stop signs be placed on the side streets at the various intersections along Embassy West Drive, since this street acts as the main street running through the Embassy West and Sunnyslope Subdivisions. The petitioner is also requesting a stop sign for eastbound traffic on Camelot Drive at its intersection with Embassy West Drive to slow down traffic before it makes the right turn onto Embassy West Drive. RECOMMENDATION Embassy Drive was designed and provides the function of a through street. I concur with the petitioner's request for the placement of stop signs at all side streets along Embassy West Drive. This can be accomplished by designating Embassy West Drive as a Through Street. I would not, however, recommend the placement of a stop sign for eastbound traffic on Camelot Drive at its northerly T-intersection with Embassy West Drive merely for the sake of slowing traffic. Time after time traffic engineering studies have indicated that stop signs which are utilized for the purpose of controlling speeds are not effective in accomplishing this purpose; and if placed at an unanticipated location, which I believe this to be, may even cause an increase in traffic accidents. I would recommend, instead, that a stop sign be installed on Embassy West Drive at this location. The placement of a stop sign at a T-intersection clearly meets driver expectations and will clarify the right-of-way designation at the intersection. Enclosed is an ordinance designating Embassy West Drive as a Through Street. This will allow for the installation of stop signs at all of the intersecting side streets. An additional ordinance is included to allow for the installation of a stop sign on Embassy West Drive at the north intersection of Camelot Drive. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinances designating Embassy West Drive as a Through Street and providing for the installation of a stop sign on Embassy West Drive at its northerly T-intersection with Camelot Drive. Duggan and Members of the Dubuque City Council c/o City Clerk Ci[y Hall 50 West 13t~ Street Dubuque, IA 52001-4864 Dear Honorable Mayor Duggan and Council Members: I reside at 4617 Camelot Drive in Embassy West Subdivision. As this area has developed, Embassy West Drive has become a through street for traffic traveling from the Asbury area through our subdivision. The problem is there are uncontrolled intersections on Embassy West Drive where there is much confusion as to who has the dght of way. There is an intersect[on with Embassy Court and a four-way intersection with Camelot Drive and a T-intersection between Camelot Drive to the north. Just this week, there was an accident at the four-way intersection of Embassy West Drive and Camelot Drive. It is my understanding that in that collision the ddver who was proceeding on Embassy West Drive was charged with Failure to Yield the Right of Way to a vehicle that was traveling on Camelot Drive. While there have not been a large number of accidents at this intersection yet, I can assure you that there have been a number of close calls, and that number is on the rise. The number of accidents will also be rising as more and more traffic develops through the subdivision. 2) LAW OI~ICF_~ OE REYNOLDS & KENLINE, L.L.P. I would like the Council to consider placing Yield signs or Stop signs on Camelot Drive at its intersection with Embassy West Drive. I think that most of the drivers who use Embassy West Drive presume that they have the right of way, because this has developed as a through street or collector street. I would ask that you consider designating Embassy West Drive as a through street in order to ailow installation of Stop signs or Yield signs at these intersections before there are more accidents. I think Stop signs on Camelot Drive at the three-way T-intersection with Embassy West Drive would also be helpful. The through traffic from the Asbury area often travels very fast from Radford Road to Embassy West Drive. A Stop sign at that intersection wouid slow things down. I spoke to Bill Schlickman at the City Engineering Department today, and he informed me that the Engineering Department is in the process of reviewing this issue Citywide. However, he said that because of other demands on City staff time, they are constantly having to table the project and deal with more immediate needs. Since it may take quite some time for that work to get completed, I would ask that you take a look at Embassy West Drive at your earliest convenience before there are more accidents and injuries. My daughter was broad-sided by a drunk driver on June 19, 2002 while traveling north on Embassy West. Her passenger sustained serious facial lacerations. We thank God that no one was killed, and the officers said this was due to the girls wearing their seat belts. This is a very deceiving intersection as people on EMbassy West are led to believe that it is the main thoroughfare for this subdivision. Please consider this very dangerous intersection as a top priority for the safety of all citizens and have stop signs installed there.
