01. APPROVAL OF MINIITF~
John Markham made a motion to approve the minutes of the 6~24~02 and July 7,
2002 meetings. The motion was seconded by Doug Brotherton. AYES: All. NAYS:
None.
OLD BUSINESS:

Revenue Passenger Enplanements:
1. American Eagle was up 1.44% for the month of June 2002 compared to
June 2001.
2. Northwest Airlink was down 5.78% for the month of June 2002 compared to
June 2001.
3. There were 96 charter passengers in June 2002.

4. Overall yearly Airport totals were down 13.19% for 2002 compared to 2001.
Aircraft Operations:
1. Aircraft operations (takeoffs and landings) were down 5.63% for June 2002
compared to June 2001.
Airport Financial Reports:
1. June Expenses should be at 100.00% of the annual budget, but actual airport
operating expenses are at 80.00%.
2. June Revenues should be at 100.00% of the annual budget, but
actual airport operating revenues are at 94.69%.
3. The Airport will have a sizeable return to the City.
Dubuque AirService Report:
1. In 2002 the total 100LL gallons sold in June were down 14.6% compared
with year 2001.
2. In 2002 the total Jet-A gallons sold in June were up 22.7% compared with
year 2001.
3. Total Jet-A & 100LL gallons sold in June were up 4.3% compared with year
2001.
4. Total airline gallons pumped into plane in June were down 21.1% compared
with June 2001.

Andy Perry told the Commission he had spoke with the new treasurer from Great
Lakes about the past due account. Andy was led to understand they would be
sending a check toward the balance.

John Markham made a motion to go into a public hearing. This motion was seconded
by Doug Brotherton. AYES: All. NAYS: None. The Chair announced it was a public
hearing. Chuck Clayton, Chartaire, Inc., said he had been corresponding with the
airport lately. Chuck alluded to the University of Dubuque's rental and flight instruction
to non-students. Doug Brotherton told Chuck the University of Dubuque has provided
aircraft rental, flight checks and other services not available on the field since Chartaire
had stopped offering these services. Doug said the University would not compete if a
private business would offer these services. Chuck said he was not interested in
offering these services but wanted the University's lease to cover these areas. Andy
told Chuck the paragraph dealing with this issue was currently being reviewed by legal
staff. The University of Dubuque had some minor lease language questions which were
now with our legal department, but the issues were minor. Chuck said all he wanted
was to have the standards in place. John made a motion to close the public hearing.
This was seconded by Teri Goodmann. AYES: All. NAYS: None. As the legal
reviews were not complete and the Commission had questions regarding on the hold
over clause, Teri Goodmann moved to table both the University of Dubuque lease
resolutions until the next meeting. This motion was seconded by John Markham. AYES:
All. NAYS: None.
NEW BUSINESS:

The Commission was asked to consider changing their current newsrack resolution
to reflect the new City insurance requirements. Staff contacted the legal and finance
departments and the City's insurance representative, all suggested meeting the new
insurance limits with the newsracks. The Commission had concerns regarding the
ability of small vendors to find/afford one million dollar coverage for newsracks (or
possibly other small vendors). Teri Goodmann moved to have staff research the
dollar impact and what other airport were using as insurance requirements for small
vendors. This motion was seconded by John Markham. AYES: All. NAYS: None.

The Air Service and General Aviation Taskforces have not met since the last
meeting.
The Marketing Task Force's focus are ads to counter the Moline airline ads
appearing in the Dubuque paper.
AIRPORT MANA~FR'~ RFPORT
· The ribbon cutting and breakfast for Runway 18/36 is progressing, postcard
invitations should be going out within the next 10 days. Jim Nussle will be
speaking along with representatives from Grassley and Harkin's office.
· Andy asked the Commission to allow six months free rent in the Quonset
hangar for the Archer the University of Dubuque is using for aircraft rental.
Doug Brotherton made a motion to approve the six months of free rental.
This motion was seconded by Teri Goodmann. Jim O'Neill said he was glad
to see this service back at the airport and in six months everyone should be
able to determine if the service was used. AYES: All. NAYS: None.
· Andy told the Commission the airport would return over $100,000 to the City.
Some is due to salary savings from the vacant manager's position, and other
because of the receipt of unanticipated grants. Doug Brotherton asked if
some of the money could be used to counter Moline's marketing blitz in
Dubuque
· Andy is waiting for discussions with airline representatives regarding the new
leases. He has sent them the new lease and placed several calls to their
leasing departments but has not had any calls returned.

· The July 23 travel agent party was held in Murphy Park. Some City Council
members attended to show support when Andy told the travel agents the
travel industry had been hit very hard since 9-11 and the airport had
considerable cuts in their marketing budget, but the weekly incentive program
would be continued through January because the travel agents were
important to the airport.
· The Airport will host a Business P.M. on September 17, 2002. The
Commission said it was a good time to promote the commercial air service,
and thought the Marketing Task Force could market airfares from Dubuque
with ad boards at the P.M.
· Taxiway Charlie construction will start on August 14, 2002.
· Bob and Andy plan to attend the 2002 Iowa Aviation Conference in Ames.

· Theresa Wright was introduced as the new Airport intern.

The Commission was notified a buy back of the war risk exclusion from ACE was
available at this time, but would cost an additional $22,500 annually. The
Commission felt this war risk coverage was too costly.

Andy explained he was working with ECIA and County Zoning Officials on the
Dubuque County Land Use Development Plan. He explained he would like new
zoning and an ordinance for construction to create a protective arch around the
airport. He asked for the Commissions consent to go forward. The Commission told
him to continue his work on zoning for the airport.

The Chair and Vice Chair will write a letter to the City Council providing the Airports
top goals before August 12, 2002.
The Commission would like the restaurant finished prior to the ribbon cutting. The
finishing of the wood, painting is contracted. Staff will work on having carpet
installed.
