Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities for the following:
1. $32,500 for Dubuque Community School District to purchase two digital SLR
camera kits and accessories, new robotic cameras for the Forum's boardroom,
and a new editing computer; and
2. $24,500 for Loras College for a new character generator, new batteries, and
lighting and monitor accessories for field production cameras.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Commission for two requests for funding from the Capital Grant for Access Equipment and
Facilities
BACKGROUND
At its meeting on August 2, 2017, the Cable TV Commission approved a request from the
Dubuque Community School Distnct for $32,500 to purchase two digital SLR camera kits and
accessories, new robotic cameras for the Forum's board room, and a new editing computer
At the same meeting, the Commission partially approved a request from Loras College The
Commission had some questions regarding one item being requested and elected to delay
acting on it until those questions were answered (An error on the grant application failed to
include the cost of the item in question) The Commission did approve $24,500 for a new
character generator, new batteries, and lighting and monitor accessones for field production
cameras
The applications for both funding requests are attached The Capital Grant for Access
Equipment and Facilities currently has a balance to be awarded for $623,345
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve Thank you

Provide a general description of what you are requesting and why:: At the Dubuque Community School District, our
video production team strives to provide high quality storytelling about our public education community. These stories
are shared to the entire Dubuque community through our Mediacom public access channel. The opportunity to apply
for PEG funding to make this work possible, is an opportunity to highlight and share the stories of our schools, teachers,
staff and students at the highest production quality possible. This request will advance the production quality of both
our in -field and in -studio work.
The first portion of this request includes 2 fully equipped Canon 80D DSLR kits; including cameras, tripods, audio
recording devices, field monitors, and accessories. The transition to using DSLRs for the majority of our programming
will give our stories a contemporary and cleaner look. The functionality of these cameras will also prove to be more
affordable, sustainable, reliable, and adaptable in the future.
The second portion of this request is to update our outdated and rapidly failing multi -camera recording capabilities in
our school district's forum board room. Our board room hosts a variety of events including but not limited to school
board meetings, candidate forums for public office and various student and staff events. For the past few years, our
district has been maintaining and repairing robotic cameras that are quickly deteriorating in quality and functionality.
Our request aims to replace the current 3 robotic camera system with an affordable 4 robotic camera operation. The
current robotic setup is limited. Currently only two robotic cameras work, and one of them provides a questionable
picture that would cost more to fix than replace. Moving to a 4 robotic camera setup would immediately enhance the
quality of our productions and allow for more coverage of board room events. Recall, there are typically 8 individuals
on the actual board plus a podium speaker. The additional cameras would require us to update our current portable

switcher to a switcher with more video inputs. The identified switcher by DataVideo is reliable, very reasonably priced,
and opens up the ability to advance our live graphic ability as well.
The final section of the request focuses on upgrading our current editors. Currently our channel is maintained by two
full-time video producers with two separate editing bays. One editing bay is a Mac and the other is a PC. This has caused
a lot of disjointed productions and time consuming workarounds. The Mac runs Final Cut Pro and is now 9 years old.
The PC runs Adobe CS 6 and is five years old.What we would like to do is streamline the editing process by having two
identical editing suites. This will allow us to be more efficient and help us turn around productions quicker. Having
identical suites is also beneficial when it comes to technical support. If we have an issue with one editor, we'll be able to
anticipate and resolve similar issues with the other.
The requested items will greatly benefit the quality of our storytelling and overall production of our cable access
channel. Thank you for considering our request and for the continuous support of the Dubuque Community School
District and cable access programming.
Describe how the community will benefit from your request:: Having the opportunity to share programming on the
Dubuque Community School District's public access channel is an opportunity to share stories with an audience who is
invested in our students, staff and schools. When our audience sees these stories, they become informed. They become
inspired and they become empowered to be an active player in our community. Our programming features our
audiences' children, neighbors, friends and community. Enhancing our production quality will only enhance the pride
and support of our schools and in public access programming. The requested items in this grant will enrich the work that
we do. The work that inspires the community to support education and invest in our community's youth. The better we
can share that story, the better our community will become.

Provide a general description of what you are requesting and why:: We are requesting video equipment to allow us to
enhance the quality of the video programming we produce for the Shared Educational Access channel. Specifically, we
are looking to improve the quality of several types of shows.
1. News and sports — Loras continues to provide the only live (and subsequently re -run) television news programming
in Dubuque. As you are aware, we do not focus on Loras news, but rather the issues in the community that affect all of
us. We also produce high end sporting event production, specifically featuring Loras games, as well as any local teams
hosted at Loras.
2. Documentary production — We continue to produce longer form profiles of significant people and places that
shape the tri -states.
The equipment in this request will improve our studio production, live remote production and provide a greatly needed
improvement to our newsroom communication and writing.
We are seeking a character generator for significant graphic improvement for the multiple shows we produce in the
studio every week. We are seeking a remote switcher for the dozens of live events we produce in the field every year.
Our current switcher is in need of major repair and is, unfortunately, no longer supported by the manufacturer.
EZ News is a comprehensive newsroom software that integrates scripting, rundown creation, graphics, and
teleprompting into one software package. This particular software is web -based so it will allow our producers and

reporters to access from anywhere. EZNews was taken over by Ross a few years ago and is by far the most robust
software available at this price point. Competitors seek many, many times this amount for their package.
Other items that we are hoping to obtain funding for include replacement batteries for live sports Panasonic 300 field
cameras (we currently have 1 working battery), as well as view finders (with mounts and covers) for those cameras.
New camera mount lights (which would be used for all 3 of our current cameras types: Panasonic, DSLR, and smart
devices for newscast live shots); and a DJI Osmo Gimbal to provide us with dynamic tracking shots.
The requested items will greatly improve the quality of our storytelling and overall production quality on the cable
access channel. Thank you for considering our request and for the continuous support of the Loras College Media
Studies program and cable access programming.
Describe how the community will benefit from your request:: For years now, the students at Loras College have had the
unique opportunity fully emerging themselves in the Dubuque community by producing content for public access, like
no other higher education institution in the area. We currently provide over 95% of the content on this channel. Our
students invest themselves in the community around them and produce informative shows and videos that inform and
engage Dubuque citizens. Through this grant, we hope to be able to continue to produce meaningful, high quality
productions, as well as branching out to produce more content and cover more live events that the Dubuque community
would want to learn about.
