INTRODUCTION
This memorandum requests City Council approval of the FY 2018 REAP Grant
Agreement with the Iowa Department of Natural Resources (IDNR) for Phase 2 of the
Eagle Point Park Environmental Restoration project in the amount of $200,000.
Enclosed are the grant agreement, map, and resolution.
REAP (Resource Enhancement and Protection) is a State grant program for parks and
open space administered by IDNR. 15% of REAP is set aside for grants to cities for
projects that help establish natural areas, encourage outdoor recreation, and enhance
and protect Iowa's natural and cultural resources.
DISCUSSION
Eagle Point Park has long been recognized for its unique scenic beauty as a
community/regional park atop limestone bluffs on the Mississippi River. It is an area of
natural quality for outdoor recreation. Nevertheless, over 100 years of recreational use
and development have resulted in some environmental problems (erosion, invasive
plants, reduced diversity) that need to be addressed to build a sustainable future for the
Park.
With implementation of the 2017 Environmental Restoration Management Plan, much
more of Eagle Point Park's multipurpose recreational spaces and natural areas will be
available for use and enjoyment by the public as the impacts of severe erosion,
stormwater damage, loss of turf, and loss of native plants to invasive species are
mitigated and reversed. These ecological improvements will provide short and long term
public benefits by adding to the visitor experience and providing opportunities for
outdoor education.
The Environmental Restoration Management Plan maps four (4) Management Units
(MUs) in Eagle Point Park. These management units were delineated using features
such as existing roads, topographic breaks to create areas designated for similar
management protocols or similar proposed uses. Management units take into account

the cultural avoidance ratings that respond to data from a previous archaeological
survey.
For Phase 1 of implementation of the Environmental Restoration Management Plan in
the Park, the City selected top priority management actions from the Environmental
Restoration Management Plan for each management unit. Phase 1 is not part of this
REAP agreement.
For Phase 2, the subject of this REAP grant agreement., City staff selected
Forest/Woodland Enhancement activities in Management Units 3 and 4, as well as Soil
Quality Restoration outside the four Management Units in developed park areas.
Estimated cost of Phase 2 is $200,000.

Below is an itemized cost estimate for this $200,000 REAP grant agreement. for Phase

The $200,000 REAP grant will cover all project costs; no City match is required.
RECOMMENDATION
I recommend that the City Council approve the attached resolution and the FY 2018
REAP grant agreement in the amount of $200,000 for Phase 2 of the Eagle Point Park
Environmental Restoration Project.

RESOLUTION AUTHORIZING REAP GRANT AGREEMENT WITH IOWA DEPARTMENT
OF NATURAL RESOURCES FOR PHASE 2 OF EAGLE POINT PARK
ENVIRONMENTAL RESTORATION MANAGEMENT PLAN
Whereas, the Iowa Department of Natural Resources has allocated REAP (Resource
Enhancement and Protection) grant funds to help establish natural areas, encourage
outdoor recreation, and enhance and protect Eagle Point Park's natural and cultural
resources; and
Whereas, the City of Dubuque's 2017 Comprehensive Plan includes recommendations
to conserve natural areas, preserve key environmental features and provide recreational
opportunities for all in park and open space areas.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to sign the FY 2018 REAP Grant agreement
with the Iowa Department of Natural Resources for Phase 2 of the Eagle Point Park
Environmental Restoration Management Plan on behalf of the City of Dubuque.
Section 2. That the City Council hereby provides its written assurance that the
completed project will be adequately maintained for its intended use in accordance with
state requirements.

1. PURPOSE. The purpose of this REAP Development Grant Agreement is to enable the Iowa
Department of Natural Resources (DNR), acting for the State of Iowa, to assist the CITY OF
DUBUQUE (Grantee) in the development of land for the enhancement and protection of open space
areas.
2. PARTIES/AUTHORITY. The parties to this Grant Agreement are the DNR, an agency of the State of
Iowa, and the CITY OF DUBUQUE. The parties make this Grant Agreement pursuant to 1989 Iowa
Code Supplement Section 455A.19(1)(a), which authorizes the Natural Resource Commission to
spend certain state funds appropriated for projects to enhance and protect open spaces.
3. GENERAL DESCRIPTION OF PROJECT LANDS. This Grant Agreement is for your project described
as:
ENHANCEMENT OF MANAGEMENT UNITS 3 & 4 OF EAGLE POINT PARK WITH
REMOVAL AND CONTROL OF INVASIVE WOODY & HERBACEOUS PLANTS,
PLANTING OF NATIVE PLANTS, SOIL QUALITY RESTORATION MEASURES AND
DESIGN/ENIGINEERING/PERMITTING, LOCATED OFF SHIRAS AVE, DUBUQUE, IA.
4. GRANT AWARD AND REIMBURSEMENTS. The DNR will provide 100 percent of development costs
up to a maximum amount of $200000.00.
A. A ninety (90) percent advance reimbursement of the grant award may be requested by submitting
a letter of request to:

B. Final payment will be made when the project is completed and the grantee submits a letter of
request along with the following grant requirements:
• a legal description of the property for the required Notice of Use Restriction;
• pictures of the completed project;
• copies of billings and canceled checks for 100 percent of the grant award;
• contracted development work requires; a copy of the signed contract, pay estimates, and
contractor's reimbursement Refund of Sales Tax;
• final report, to include a description of the completed project and efforts made to procure
goods and services from Targeted Small Businesses (TSBs).

5. RESPONSIBILITIES. The grantee is solely responsible for the project completion as outlined in the
project proposal. The grantee will make a concerted effort to procure goods and services from
Targeted Small Businesses (TSBs) during the perfoiuiance of this Grant Agreement. The DNR may
provide assistance at the request of the grantee, or at the Director's recommendation.
6. AMENDMENTS. This Grant Agreement may be amended only by written ADDENDA signed and
dated by the DNR Director or the DNR REAP coordinator. Requests for amendments shall be
directed to the DNR REAP coordinator.
7. EFFECTIVE DATE/TERMINATION. This Grant Agreement shall become effective when it has been
signed and dated by the DNR Director and the grantee. All work specified in the project proposal
will be completed by DECEMBER 31, 2019.
8. AVAILABILITY OF FUNDS: If funds anticipated for the continued fulfilhnent of this agreement are at
any time not forthcoming or insufficient, either through the failure of the State of Iowa to appropriate
funds, or discontinuance or material alteration of the program under which funds were provided, then
the Department shall have the right to terminate the agreement without penalty.
9. By signing this Grant Agreement, the grantee agrees to the terms and conditions set forth in this
agreement and all attachments listed below:
