The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
Planning Staff Member Kyle Kritz reviewed the submitted Plat of Survey, indicating that the Plat
facilitates dedication and acceptance of the storm water detention basin to the City of Dubuque
for maintenance. Staff noted the detention basin was located on Lot M, and Lot L is a wooded
hillside that includes railroad tracks and floodplain for the Catfish Creek, and is not suitable for
development.
Staff Member Kritz reviewed that Plat of Survey is being reviewed by the Zoning Advisory
Commission and City Council as neither lot has frontage on a public or private street. Access is
available by way of an access easement established on Lot M.
There were no public comments.
The Zoning Advisory Commission discussed the request, and found it appropriate.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council approve
the request.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey of Lot L and Lot M. Cedar Ridge Farm Place No. 15
subdivides an existing parcel of land into two lots to facilitate dedication of the property
to the City of Dubuque. The subject property is located east of Cedar Crest Court
adjacent to Catfish Creek.
DISCUSSION
The submitted Plat of Survey of Lot L and Lot M Cedar Ridge Farm Place No. 15
subdivides an existing parcel of land that contains the storm water detention basin for
the Cedar Ridge commercial subdivision. The City of Dubuque Engineering
Department requested that the parcel of land be split in two to place the detention basin
on Lot M and the balance of the property on Lot L.
The Plat of Survey is being reviewed and approved by the Zoning Advisory Commission
and City Council as neither Lot M or Lot L have frontage on a public or approved private
street. Both lots are designated as non -buildable and would have to come back to the
Zoning Advisory Commission and City Council to remove that designation from the
parcels before they could be developed. The City will have access to the parcels
through an established access easement to facilitate maintenance of the detention
basin.
The City of Dubuque agreed to the dedication of the storm water detention basin as part
of the original platting of the Cedar Ridge Farm Place commercial subdivision, and the
submitted Plat of Survey facilitates the eventual acceptance of the detention area by the
City of Dubuque.
RECOMMENDATION
The submitted Plat of Survey of Lot L and Lot M Cedar Ridge Farm Place No. 15 is in
compliance with the Unified Development Code subject to waiving the lot frontage
requirement for both Lots L and M, and Planning staff requests that the Zoning Advisory
Commission review and recommend approval of the submitted Plat of Survey.

RESOLUTION APPROVING THE PLAT OF SURVEY LOT L AND LOT M CEDAR RIDGE
FARM PLACE NO. 15 IN CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk,a Plat of Survey Lot L and Lot M
Cedar Ridge Farm Place No. 15 in the city of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 0 feet of frontage for Lot L and Lot M on a
public or approved private street, where street frontage is required by Section 11-14 of Title
16 of the City of Dubuque Code of Ordinances, Unified Development Code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory
Commission and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code, is waived to allow 0 feet of frontage on a public
street or an approved private street for Lot L and Lot M.
Section 2. That the Plat of Survey Lot L and Lot M Cedar Ridge Farm Place No. 15
is hereby approved and the Mayor and City Clerk are hereby authorized and directed to
